Washington has delivered a 15-point diplomatic framework to Tehran in an effort to curb escalating violence across the Middle East. The development sent shockwaves through financial markets and led to substantial moves in both commodity and equity prices.

Diplomatic Proposal Sparks Global Reactions

The United States achieved this diplomatic outreach using Islamabad as an intermediary, appealing directly to Iranian authorities. The Trump administration, which currently oversees U.S. foreign policy, is pressing for a breakthrough by the end of the week, though diplomatic realities make such a timeline uncertain. The 15-point plan reportedly includes offers such as lifting all sanctions on Iran, U.S. support for a civilian nuclear energy program, and guarantees against future sanctions reimposition.

Oil Prices Drop Sharply, Markets Respond

Following disclosure of the proposal, petroleum prices dropped sharply. West Texas Intermediate crude dipped to around $87 per barrel, while Brent fell below $95. These figures represent a notable reversal from last week’s $112 peak for Brent. At the same time, U.S. equity futures rebounded: S&P 500 and Dow Jones Industrial Average contracts rose by about 1.1%, and Nasdaq 100 contracts gained 1.2%, signaling measured optimism for a possible de-escalation.

Market volatility has been a consistent theme since conflict broke out, with investors watching for any signs of easing tensions. The region’s strategic importance—particularly through Iran’s control over the Strait of Hormuz—remains a serious concern. Iranian authorities have reportedly imposed transit fees as high as $2 million per journey for some commercial vessels, prompting many ships to reroute or delay transit, which in turn has increased fuel and fertilizer costs globally.

Despite Washington’s overture, Tehran has yet to respond formally. The Iranian leadership has denied readiness for diplomatic engagement, and military officials released a statement rejecting all ceasefire negotiations with the Trump government. In a message broadcast by IRIB News, Iran’s military leaders stated,

“Your internal divisions have escalated to a point where you’re essentially bargaining with yourselves.”

Meanwhile, Iranian military operations have continued. Overnight, Saudi Arabia intercepted an unmanned aerial vehicle in its east, while a strike in Kuwait damaged a fuel storage tank at the main airport. Iran also confirmed further missile launches toward Israel, though these latest incidents caused no reported fatalities.

The armed conflict began on February 28 after coordinated U.S.-Israeli action against Iranian positions and has so far resulted in over 4,300 deaths. Three-quarters of these casualties have occurred in Iran, and more than 1,000 deaths have been documented in Lebanon, where Israeli forces are battling Hezbollah.

Israeli Prime Minister Benjamin Netanyahu appointed Ron Dermer to manage Israel’s diplomatic interests during U.S.-Iran negotiations. Israeli officials indicated that military pressure on Iran is set to continue. Persian Gulf states like Saudi Arabia and the United Arab Emirates are said to be considering joining the U.S.-Israeli alliance, depending on whether Iran targets critical utilities or infrastructure.

Key figures from the Trump administration participating in these efforts include Steve Witkoff, Jared Kushner, and Secretary of State Marco Rubio. The White House declined to comment on the 15-point proposal’s details, which came to light through a media disclosure.
