Paul Grewal, Chief Legal Officer of Coinbase, has called on the US Senate to clarify its position after the National Fraternal Order of Police (FOP) announced support for the latest version of the Clarity Act. The FOP, recognized as the largest law enforcement organization in the United States, recently endorsed amendments to the bill that address its previous concerns.

FOP backs updates to crypto legislation

The FOP’s endorsement follows ongoing discussions around the Blockchain Regulatory Certainty Act (BRCA) and the Clarity Act, both of which have been under deliberation in Congress. Eleanor Terrett, a US-based cryptocurrency journalist, reported on the FOP’s involvement, highlighting the organization’s public support for the revamped legislation.

According to FOP National President Patrick Yoes, the revised bill preserves law enforcement’s ability to pursue investigations related to crypto crimes while supporting innovation in digital assets. In a letter addressed to Senate Banking Committee Chairman Tim Scott and Ranking Member Elizabeth Warren, Yoes indicated that the new version strikes a better balance between regulatory oversight and technological advancement.

The FOP noted that their primary concerns have now been addressed in the updated draft, citing enhanced provisions for fraud detection and tools to combat illicit finance in the digital asset sector.

Coinbase calls for Senate action

In response to the endorsement, Grewal queried whether the Senate would now follow the FOP’s lead and back the revised Clarity Act. The bill, designed to offer regulatory clarity for blockchain and digital asset innovators, has remained stalled in Congress despite growing backing from industry and law enforcement groups alike.

Grewal publicly asked if the Senate would stand with the FOP, emphasizing the importance of a unified approach to regulatory reform and law enforcement.

Grewal questioned if senators would support the updated Clarity Act, aligning with the FOP and providing the legislative certainty needed for both innovation and crime prevention.

Supporters of the Clarity Act argue that clearer regulations are critical to advancing US leadership in digital assets while giving authorities effective mechanisms to combat fraud.

Despite fresh momentum from the FOP’s backing, Congress has yet to move forward with a final vote on the updated bill. Lawmakers continue to weigh concerns over investor protection and law enforcement capabilities alongside the potential for innovation in the growing crypto sector.

Ongoing legislative process

The Clarity Act, alongside the Blockchain Regulatory Certainty Act, has been under discussion for an extended period as policymakers seek to establish a framework balancing oversight, innovation, and crime prevention in blockchain-based financial systems.

While the revised bill brings it closer to potential passage, observers continue to watch for signals from Congressional leadership on when a final decision might be reached.

The FOP emphasized that the latest version of the Clarity Act addresses past issues and supports law enforcement’s ability to investigate crypto-related crime, while promoting digital asset innovation in the US.

If approved by Congress, the legislation could mark a significant step toward comprehensive regulation for blockchain and cryptocurrency activities in the country.
