Greg Kidd, a key figure in Ripple’s early history, recently recounted the dramatic introduction of XRP to officials at the US Treasury Department. Kidd’s remarks resurfaced after Digital Asset Investor, a prominent voice in the crypto community, shared footage revisiting that pivotal moment.

The XRP introduction

Kidd, who joined Ripple as its tenth employee and served as its first chief risk officer, accompanied Ripple co-founder Chris Larsen to Washington during the company’s formative days. Their goal was to explain Ripple’s technology and the function of the digital asset XRP to government officials.

According to Kidd, the Treasury Department encountered something unprecedented. When presented with XRP, officials realized they were facing “a global, worldwide, permissionless chain” that did not fit into any recognized regulatory category at that time. Ripple’s technology and the concept underpinning XRP left officials uncertain on how to proceed.

Ripple’s first meeting at the Treasury revealed the system was so new, no regulation covered it and officials found themselves unprepared for a platform as global and borderless as XRP.

The confusion marked a significant moment in XRP’s journey, highlighting the gap between emerging blockchain innovation and the current regulatory environment.

Kidd’s background and Ripple’s vision

Greg Kidd holds an extensive background in both traditional finance and fintech. He was Ripple’s first chief risk officer and previously worked at the Federal Reserve. Kidd holds degrees from prestigious institutions including Harvard, Yale, Brown, and Stanford, and has played a critical role in shaping Ripple’s risk management and compliance frameworks.

Kidd has explained that he first encountered Ripple’s technology at a meeting of payments industry veterans. He described the concept as a “universal ledger, one ledger for all the value in the world,” which immediately captured his attention and motivated him to join the company.

Regulatory confusion and clarity

The Treasury meeting illustrated the difficulties US regulators faced in defining XRP’s legal status. Kidd noted that the asset’s classification shifted over time: “We thought we were going to get in trouble for being money. Then we found out, no, we’re like a security, now we’re a commodity.”

These questions persisted for years, most visibly culminating in the SEC’s legal action against Ripple. A federal court subsequently determined that XRP sales to retail investors do not constitute securities transactions, providing much-needed clarity on its regulatory status.

The classification problem that left Treasury officials unsettled ultimately led to a court decision that defined XRP’s standing in the US and marked a turning point for the digital asset’s future prospects.

Institutional involvement after regulatory clarity

Regulatory clarity is considered essential for increasing institutional participation in digital assets. For XRP, a cryptocurrency designed for fast and efficient cross-border value transfers, engagement from financial institutions is closely tied to its regulatory status.

With clearer legal guidance established, more financial institutions have shown interest in collaborating with Ripple and adopting XRP for international settlements. Legislation such as the CLARITY Act, which is currently approaching a vote in the US Senate, may further shape the regulatory environment and influence XRP’s adoption in the future.
