Lummis addresses the delay

In her remarks, Lummis made clear she remains committed to the bill’s passage. She stated that she will not quit now, emphasizing the importance of giving the digital asset industry clear rules to operate in the U.S. She also acknowledged that many in the XRP community share her sense of urgency.

Lummis focused on three main objectives of the CLARITY Act: protecting consumers from fraudulent schemes, building confidence within the digital economy, and providing law enforcement with better tools to address misconduct. According to her, the bill is uniquely designed to address all three goals.

Lummis underscored her frustration, saying, “You all know me and how long and hard I’ve fought for this bill, so you can imagine how frustrated I am.” She added, “The status quo fails on every level, and I will not stop fighting until we fix this broken system.”

Senate procedures and roadblocks

Currently, the CLARITY Act has 51 confirmed votes in the Senate but requires 60 to pass. Senate Majority Leader John Thune confirmed that the bill will be considered after the Senate returns from its recess in September.

The legislation has remained on the Senate Legislative Calendar since June 1. A central point of contention involves whether state attorneys general should have authority over Department of Justice ethics enforcement. While Democrats advocate for this provision, both the White House and Republican leadership have opposed it. Negotiators were unable to finalize an agreement before the recess began, preventing the bill from reaching the floor for a vote.

XRP holders, who have closely tracked the bill’s progress, voiced disappointment over the latest postponement. The bill maintains broad backing among Republicans, and recent developments indicate that 7 to 10 Democratic senators are also prepared to support it. Retaining this bipartisan support will be key when the legislation comes up for another vote in September.

Lummis reiterated her view that the CLARITY Act remains vital for the cryptocurrency industry in the U.S. and reaffirmed her intent to keep pressing for its approval.
