A recent statement by Jim Cramer, the well-known CNBC host and financial commentator, has sparked renewed optimism within the XRP community regarding the passage of the CLARITY Act. Cramer declared, “I’m sure that the Clarity Act will never pass!” prompting prominent crypto influencer Crypto Rover and others in the digital asset community to interpret his words as a contrary indicator.

Cramer’s reputation as a contrarian signal

Over the years, Cramer has developed a reputation among investors for making market predictions that often do not materialize as expected. This perception has become so prevalent that a segment of the crypto and financial communities now regard his statements as an unofficial “contrarian signal.” When Cramer voices strong confidence in a potential outcome, many expect the opposite to occur.

Crypto Rover leveraged that reputation by publicly sharing Cramer’s remarks and suggesting that the bill is, in fact, likely to succeed. The post quickly gained traction, with a significant portion of the XRP community expressing agreement and framing Cramer’s statement as a bullish sign for the bill’s prospects.

Crypto community members highlighted that Cramer’s certainty has historically been followed by an outcome in the opposite direction, strengthening their belief in imminent progress for the CLARITY Act.

Senate moves CLARITY Act toward key vote

The CLARITY Act, a legislative initiative aimed at providing regulatory guidance for digital assets such as XRP, is now approaching a critical stage in the United States Senate. Senate Majority Leader John Thune has filed for cloture, which allocates official floor time for the bill when the Senate returns from its August recess. The cloture vote has been scheduled for September 15, 2026, at 2:15 PM.

Senator Bernie Moreno, a key backer of the bill, has indicated that all Republican senators are expected to vote in favor of moving the legislation forward. “There is absolutely nothing to ‘iron out,’” Moreno stated, emphasizing that negotiations have concluded. To pass the 60-vote cloture threshold, at least seven Democratic senators must join all 53 Republicans in support of the bill.

Senator Moreno confirmed that unified Republican support is secured and signaled confidence that enough Democrats will also endorse the measure.

The most significant resistance to the bill has emerged from the banking industry lobby. However, Senator Cynthia Lummis, alongside other supporters, has countered these objections. Patrick McHenry, former House Financial Services Committee Chairman, said the banking lobby’s efforts are “falling on deaf ears” and projected that the legislation would be enacted before the end of 2026.

Mini dictionary: Cloture, a legislative process in the US Senate, is a procedure to bring debates to an end, requiring a supermajority vote to proceed to a final decision or vote on proposed legislation.

September 15 vote seen as decisive test

The upcoming September 15 cloture vote is closely watched by digital asset advocates and market observers. With all Republican votes effectively secured, the fate of the CLARITY Act depends on whether a sufficient number of Democratic senators cross party lines. Early signals from Capitol Hill suggest that between seven and ten Democrats may be prepared to support the bill, potentially paving the way for its passage.

Cramer’s high-profile comments have injected further confidence into the XRP community, who see his pessimism as a reliable indicator of legislative success. As the September vote approaches, legislative momentum and bipartisan discussions support an optimistic outlook for regulatory clarity in the digital assets space.
