Ripple CEO Brad Garlinghouse stated that the cryptocurrency industry will continue to progress regardless of whether the Clarity Act secures passage in Congress. His remarks came during a digital asset policy event held in Kansas City, where Garlinghouse urged lawmakers to act but expressed confidence in the sector’s resilience.

Clarity Act’s uncertain path in the Senate

The Clarity Act, a billed landmark for crypto market structure legislation, faces a decisive procedural vote in the US Senate. The proposed legislation would require 60 votes to advance, but current counts suggest that backers lack the needed support.

Republicans, who currently hold 53 Senate seats, would need at least seven Democrats or independents to join them in advancing the Act. Negotiators revised the bill’s text in response to these concerns, claiming 126 significant amendments requested by Democrats were included in the latest version.

Despite these efforts, several Democratic senators have stated that the new text does not sufficiently address their reservations. The Senate is set to vote at 2:15 p.m. ET to determine whether to proceed with the bill, bringing the legislation to a critical juncture.

Garlinghouse’s perspective on crypto’s future

Brad Garlinghouse, who has served as CEO of Ripple since 2017, voiced his support for the Clarity Act but said its fate should not be seen as make-or-break for the industry. Ripple, founded in 2012, provides blockchain-based solutions for global payments.

According to Garlinghouse, the current US financial infrastructure has struggled to adapt to technological developments, creating a window for digital assets to demonstrate their advantages. He challenged policymakers to help maintain US leadership in this space and avoid losing ground to markets overseas.

He also highlighted the lengthy negotiations around the Clarity Act, noting that significant compromises had already been made to broker a bipartisan agreement. Garlinghouse insisted that while legislative clarity would benefit the sector, the absence of such progress would not halt innovation or adoption.

He argued that lawmakers should not let the pursuit of a perfect law prevent practical regulatory advances.

Time pressure from midterms and legislative hurdles

If the Senate fails to invoke cloture on the current motion, the Clarity Act would not be entirely dead. However, the window for major bills is closing rapidly due to the approaching midterm elections, making the path forward uncertain.

Although supporters remain hopeful, most acknowledge that the bill may not clear Congress this session unless a breakthrough occurs.

Garlinghouse, maintaining optimism, indicated that digital asset technologies have repeatedly prevailed in the face of legislative hurdles.
