MoonPay launches Seoul hub for KRW stablecoin push with Woori Bank

MoonPay has officially launched MoonPay Korea, designating Seoul as its main hub for the Asia-Pacific region. The move marks a major step for the global cryptocurrency payments provider as South Korea positions itself at the center of new regulation and development for won-backed stablecoins.

MoonPay Korea’s launch coincides with South Korea’s ongoing efforts to introduce regulated stablecoins, with commercial banks actively vying to participate in distribution networks outside of traditional channels. In an initiative named the KRW Stablecoin Consortium, MoonPay Korea has signed a memorandum of understanding with Woori Bank, one of the country’s largest commercial banks, to drive development in this area.

According to the official announcement, MoonPay Korea plans to enable cross-border settlement, distribution, wallet access, and conversion services for Korea’s emerging market of stablecoins pegged to the won. Partnerships are in progress with technology firms such as KB Financial Group, KakaoBank, and the fintech startup Finger, which will support pilot service models prior to a full-scale rollout across MoonPay’s global payments network.

MoonPay emphasized that its Korean subsidiary will not operate its own stablecoin. Instead, the company will focus on serving as a settlement and distribution platform. Responsibility for issuing won-pegged stablecoins and managing related reserves remains with Korean banks, while MoonPay provides the infrastructure for international settlement and payment connectivity.

This approach reflects a growing trend in stablecoin development, where the focus is shifting from direct token issuance to building robust merchant, on-ramp, and off-ramp infrastructure.

MoonPay confirmed that it will act as an intermediary, aiming to facilitate global settlement and merchant adoption for bank-issued stablecoins, rather than offering its own coins to the market.

Korea’s rising role in global stablecoin markets

South Korea, the fourth-largest economy in Asia, boasts a large domestic crypto user base and an advanced digital payments infrastructure. The country’s concentrated banking sector has been actively experimenting with blockchain solutions for settlement and payments.

MoonPay, which serves over 32 million verified customers and processes more than $45 billion in total transactions, views South Korea as an ideal testing ground for its institutional offerings. Historically, won-pegged stablecoins have struggled with limited global liquidity, but linking bank-issued tokens to MoonPay’s wide network of over 1,500 transaction partners is expected to facilitate broader international use.

The partnership model could benefit exchanges, as regulated KRW stablecoins open new trading pairs that can compete with established dollar-backed options such as USDT and USDC. For South Korean policymakers, the structure supports the government’s goal to regulate digital assets through licensed institutions, following similar frameworks to the EU’s Markets in Crypto-Assets Regulation (MiCA) and Japan’s amended Payment Services Act.

Service rollout in Korea will move forward once the necessary licenses, including virtual asset service provider reporting, are secured. MoonPay Korea’s short-term roadmap includes integrating pilot services through Finger, launching remittance and settlement test flows in partnership with Woori Bank and KakaoBank, and recruiting new consortium members.

In the long term, the structure of Korea’s stablecoin system will be confirmed by decisions in the National Assembly, including reserve requirements, eligible issuers, and overseas distribution regulations.

Regional implications and new directions

If the model succeeds, it may serve as a reference for other Asian markets interested in bank-led issuance of regulated stablecoins. Implementing cross-border payment solutions will require close alignment between foreign exchange, custody, and compliance frameworks.

MoonPay Korea’s move signals a broader strategy shift for the company, as it pivots from direct-to-consumer crypto sales to building infrastructure partnerships that promote the adoption of locally regulated stablecoins at global scale.
