Flare CEO Hugo Philion has expressed confusion over XRP’s stagnant price following a major institutional integration involving the XRP Ledger. Philion characterized the market reaction as unwarranted, as XRP’s value slipped despite what he described as a potentially transformative announcement for the network.
Institutional integration with CSD BR
Ripple, a San Francisco-based blockchain payments company, has partnered with CSD BR, a regulated financial-market infrastructure provider in Brazil. This agreement will see CSD BR begin integrating the XRP Ledger (XRPL) into its core systems. The initial stage of the project focuses on digitizing investment fund shares from BTG Pactual, recognized as one of the largest investment banks in Latin America.
Ripple executives noted the partnership’s initial impact centers on the creation of digital representations of fund shares on XRPL. However, they also emphasized the potential for broader use cases beyond this first phase.
Ripple executive Luke Judges suggested this integration could add up to $15 billion in “represented” market capitalization on the XRP Ledger during its first asset issuance. Judges explained this does not equate to a $15 billion inflow into XRP itself; rather, it represents the total value of assets digitized using XRPL’s infrastructure.
Expect the first issuance under this program to deliver around $15 billion of ‘represented’ market capitalization on XRPL as it’s a digital twin model for now, Judges stated.
Judges aims to see this asset issuance take place before the end of 2026, although he cautioned that timeline adjustments might occur if technical or operational challenges arise.
He also highlighted that XRPL is currently the only blockchain in use within CSD BR’s technology ecosystem.

Philion, who heads Flare Networks, remarked that both XRP and Flare’s own FLR token sometimes see similarly muted market responses following announcements that he regards as major developments.
Observers remain uncertain as to why such significant infrastructure news has failed to move the price of XRP, especially when the initiative could eventually involve billions of dollars in digitized assets supported by the XRP Ledger.
