Details of new compliance requirements

Brazilian residents using Binance will be obliged to disclose both the intent of any cross-border crypto transfer and provide details about the recipient, whether an individual, business, financial institution, or exchange. This change will take effect on November 1 and applies specifically to transfers between residents and non-residents.

To initiate an international withdrawal, Binance customers must complete a questionnaire describing the transfer’s purpose and the beneficiary’s identity. Failure to submit the required information will result in withdrawals being blocked, Binance stated.

Incoming transfers from abroad are subject to similar scrutiny. If a Brazilian user receives crypto from a non-resident, Binance will require details about the sender and the reason for the transfer before the funds are credited to the recipient’s account. Until this data is provided, the crypto will remain in a pending state.

When Brazilian users fail to provide the necessary details for cross-border crypto transfers, Binance will block outgoing transactions and hold incoming transfers in pending status until the required information is furnished.

These measures focus solely on international transactions, such as sending crypto from Brazil to another country, paying foreign companies, or moving assets between a Binance account in Brazil and a personal account on a non-Brazilian exchange. Domestic crypto movements between two Brazilian residents remain unaffected by these changes.

Regulatory background and reporting obligations

Binance’s move follows the implementation of Brazil’s Resolution BCB No. 521/2025, which extends foreign exchange controls to certain virtual asset operations. This regulation, issued by the Central Bank of Brazil, is designed to bring digital asset transactions in line with existing financial compliance frameworks in the country.

The collected user data will be submitted monthly to the Central Bank of Brazil, maintaining oversight of cross-border digital asset flows through official channels.
