Alex Gladstein, Chief Strategy Officer at the Human Rights Foundation (HRF), has voiced concerns about the rising centralization of artificial intelligence, arguing it poses a significant threat to global freedom. Rejecting claims that AI’s greatest danger is the extinction of humanity, Gladstein believes the real risk lies in AI systems controlled by authoritarian governments and major corporations, potentially enabling widespread surveillance and repression.

Centralized AI and human rights risks

In a recent interview, Gladstein asserted that public fears of an existential “AI will kill us all” scenario are exaggerated and serve largely as propaganda. He emphasized the dangers of concentrating advanced AI technologies in the hands of a few powerful entities, including dictatorships and large tech companies, which he said could leverage these tools to undermine civil liberties.

Gladstein outlined how centralized AI could bolster state control by facilitating mass data collection, surveillance, and manipulation of information flows. He warned that governments or corporations retaining exclusive control over AI models could shape societal norms and suppress dissent with unprecedented efficiency.

AI’s greatest threat is not human extinction, but rather its use as a tool of oppression in the hands of centralized powers who use it to monitor, manipulate, and restrict people’s rights.

Advocating for local AI and open-source technology

Emphasizing solutions, Gladstein championed the adoption of local AI systems that run on personal devices, such as laptops and smartphones. He described this approach as a major opportunity to safeguard human rights and maintain control over personal information, advocating for open-source models and decentralized development as ways to keep AI accountable to individuals rather than institutions.

The HRF, under Gladstein’s guidance, is training human rights activists to use AI securely and privately. The foundation promotes tools like encrypted inference, open AI model weights, and local processing off the cloud as crucial components of what Gladstein called a “freedom stack.” These technologies empower users to benefit from AI without exposing sensitive data to external entities.

Intersection of AI, Bitcoin, and individual empowerment

Gladstein connected the rapid development of AI with the global adoption of Bitcoin and other decentralized technologies, arguing both trends can support resistance to centralized control. He pointed to HRF’s organization of hackathons and training sessions for activists, many of which focus on privacy, digital security, and using cryptocurrencies as a lifeline in oppressive regimes.

He specifically highlighted the repressive potential of central bank digital currencies (CBDCs), stating that such technologies could expand government oversight into financial transactions and further limit individual freedoms. Gladstein warned that, unlike decentralized currencies such as Bitcoin, CBDCs provide authorities with new methods to monitor and restrict citizens.

Local AI systems combined with decentralized financial tools can give power back to individuals, helping them maintain autonomy in the digital era.

Activism and real-world applications

Through a series of initiatives, the HRF is equipping activists operating in restrictive environments with practical tools for maintaining privacy and resisting censorship. These efforts demonstrate the transformative impact of merging AI with open-source and decentralized platforms.

The organization recently supported hackathons centered on building non-custodial technologies and local AI agents that enable activists to securely communicate and share information. Gladstein also discussed living on Bitcoin in places like Kenya, where alternatives to state-controlled currencies are increasingly important due to financial instability and surveillance.

He noted that decentralized technologies, when merged with user-controlled AI, can form a powerful foundation for what he called “freedom tech.” Such technologies, he argued, are essential for activists in challenging regimes, as well as for individuals who value privacy and autonomy worldwide.
