Circle, the issuer of the USDC stablecoin, plans a major expansion into approximately 40 emerging and developing countries. CEO Jeremy Allaire revealed these plans during the IMF and World Bank meetings in Bangkok, describing the move as part of a broader effort to drive adoption of digital dollars in regions with growing demand for blockchain-based financial services.
Growth in stablecoin adoption
Allaire highlighted increased organic demand for stablecoins, particularly in Southeast Asia, Latin America, Africa, and the Middle East. He pointed to people and businesses in these regions seeking reliable entry points to the internet-based economy and stated that blockchain is moving out of its early adopter phase and entering a period of mainstream growth.
Stablecoins are digital tokens pegged to traditional assets, often the US dollar, providing a comparatively stable bridge between traditional finance and cryptocurrencies. Circle holds about 25% of the global stablecoin market through USDC, while Tether‘s USDT accounts for nearly 60%. USDC’s circulation rose 19% year over year to $73.3 billion in the second quarter.
Circle’s CEO emphasized, “The technology is moving from the early adopter phase of blockchain technology into the mainstream scaling phase,” while also describing growing trust in stablecoin solutions worldwide.
The company’s expansion drive is backed by recent strategic moves, including a $400 million acquisition of payments firm Tazapay and a $100 million investment from cryptocurrency exchange Binance. Circle also recently secured a federal banking charter in July and is pursuing a New York trust charter to bolster its regulatory standing.
Regulatory environment and competition
Legislative shifts are providing additional momentum for Circle’s strategy. The GENIUS Act, the upcoming US stablecoin law, is scheduled to take effect in January. Allaire described the law as a turning point that will introduce legal digital dollars worldwide.
The introduction of the GENIUS Act, Allaire noted, represents “a watershed moment” by legitimizing digital dollars through clear regulations.
The CEO acknowledged growing competition from banks, many of which are currently developing their own stablecoins. Allaire characterized this rivalry as positive for the industry. He remarked that established financial players once blocked new entrants, but now, innovators like Circle have a seat at the table.
Circle is a technology firm specializing in blockchain-based payments and digital currencies. The company is primarily known for issuing USDC, one of the world’s most widely used stablecoins.

AI integration and new initiatives
In further developments, Circle unveiled tools enabling artificial intelligence agents to manage and spend USDC. The company launched Circle Agent Stack, its suite of developer offerings aimed at expanding machine-driven, agentic use cases in digital finance. Allaire credited these AI-driven microtransactions with spurring additional demand for USDC.
Circle’s Arc network, now valued at $3 billion following a $222 million token sale, has seen adoption from major financial institutions such as BlackRock, Visa, and Standard Chartered, according to Reuters. These moves further support Circle’s ambition to make USDC the favored currency for AI-powered transactions.
Despite these advances, Allaire expressed concern that artificial intelligence also introduces new security risks to financial infrastructure. He warned that the risks posed by AI in financial systems require active attention, stating, “If you’re not concerned about it, then your head is in the sand, right?”
