American cryptocurrency users will still have opportunities to earn rewards on their stablecoin holdings, as the Office of the Comptroller of the Currency (OCC) has finalized the GENIUS Act regulations. These rules mark a significant change to the relationship between stablecoins and the US financial system by outlawing traditional deposits and the payment of direct interest on digital dollars. The new regulations are scheduled to come into effect on January 18, 2027.
Clear legal separation between money and investments
With the GENIUS Act, the United States has enshrined a sharp distinction between stablecoins as digital money and stablecoins as investment tools. Issuers of stablecoins may no longer provide users with any form of income or interest simply for holding their tokens in personal wallets.
According to the new legal regime, stablecoins in the US are now defined strictly as digital settlement instruments. Each coin must be backed by real-world assets on a one-to-one basis, with transparency and proof of reserves becoming a cornerstone of regulatory compliance.
Manual oversight replaces sweeping bans
A proposed blanket ban on all forms of rewards in the crypto market was dropped in the final version of the OCC rules. While original drafts intended to block all stablecoin-related payments—including bonuses distributed by third-party platforms—regulators ultimately chose a more flexible approach.
Now, major crypto exchanges such as Coinbase and Kraken, along with fintech platforms like PayPal, can legally continue offering certain types of rewards on customer stablecoin balances. Instead of automatic prohibitions, these programs will be subject to individual examination by officials, who aim to prevent the distribution of concealed interest payments disbursed as bonuses from stablecoin issuers.
Traditional US banks, represented by a powerful lobby, had lobbied for a complete ban on all stablecoin rewards, arguing that attractive yields in the crypto sector were drawing deposits away from conventional accounts. However, their efforts did not succeed in this round of regulatory reforms.
Regulators introduced a nuanced framework: stablecoin holders won’t earn straightforward interest, but platforms are allowed to offer certain incentives. Each bonus system will face scrutiny to ensure it does not conceal hidden interest streams coming from the coin issuers themselves.
Stablecoin issuer freedoms and market resilience
To maintain balance, the OCC’s rules now grant stablecoin issuers expanded leeway when managing their underlying reserves. Issuers may invest reserves not only in short-term but also in longer-term and higher-yielding US government bonds. Additionally, they are permitted to withdraw profits from these reserves more rapidly than before, giving them increased management flexibility.
A key consumer safeguard remains intact: if, within a 24-hour period, stablecoin users attempt to redeem more than 10% of the total circulating supply, the issuer must immediately notify US authorities. This mechanism is designed to provide early warning in the event of mass redemptions or sudden drops in user confidence.
The current OCC policy represents just the initial stage of a broader planned overhaul of stablecoin regulation in the US. Both the Federal Reserve and the Federal Deposit Insurance Corporation (FDIC) are expected to release separate rule packages in the near future. For now, the most significant shift is the removal of widespread earning potential from crypto dollars, placing such activities under targeted case-by-case regulatory supervision.
This regulatory trend aligns with rising interest in highly speculative meme token markets, where quick movements and timing can be crucial. In the meme token market, an internet trend can transform into millions of dollars of interest within days. According to data shared by Fomo App, a trade involving “Niu Lai”—which turned an initial $99 investment into approximately $370,000—stands out as a striking example of this activity. In this market, tracking not only prices but also the timing and token choices of investors is crucial. Stablecoin issuers now have broader opportunities to invest their reserves and respond to market events, but must also report heavy redemption activity to regulators within 24 hours.
