A coalition of major blockchain projects, including Cardano (ADA), Chainlink (LINK), HBAR, Stellar (XLM), Aptos (APT), and Avalanche (AVAX), has formally requested the US Securities and Exchange Commission (SEC) to place its digital commodity definition into firm regulatory text rather than leaving it within a policy preamble.

Coalition Pushes for Clear Regulatory Language

The group—represented by the Cardano Foundation, Chainlink Labs, HBAR Foundation, Stellar Development Foundation, Aptos Labs, and Ava Labs—submitted a joint comment to the SEC as part of the ongoing public feedback period for the Regulation Crypto Assets proposal.

These organizations are pressing the SEC to make the non-security status of digital commodities part of the core operative rule, arguing that such clarity would provide industry participants with stable guidelines in the United States. By moving beyond interpretive commentary, the coalition seeks to ensure that future regulatory changes do not undermine current guidance.

Chainlink’s policy head, Taylor Barr, emphasized that builders need lasting certainty in order to make long-term decisions and investments in the US.

Placing the definition of a digital commodity and its treatment as non-security directly in the rule, rather than only in explanatory notes, would anchor this understanding in regulation.

The letter also advocates a presumption that secondary-market transactions involving previously identified digital commodities should not count as investment contracts, aiming to further support responsible innovation and secondary trading activity.

Broader Implications and Market Response

The joint effort reflects increasing coordination among high-profile layer-1 and infrastructure projects on policy matters. The coalition’s focus remains on solidifying existing guidance rather than pushing for entirely new frameworks, seeking durable clarity from regulators.

It is still uncertain whether the SEC will accept the coalition’s recommendations and integrate the proposed language into the final rule. Any decision will unfold within the broader US regulatory architecture, where other agencies such as the Commodity Futures Trading Commission (CFTC) also share oversight responsibilities.

On the technical front, Bitcoin (BTC) recovered to trade above $83,000 after previously testing support near $81,000. Despite this rebound, investor sentiment remains cautious in light of volatile price action throughout October. Sustained upward momentum will likely require a decisive move above resistance levels and clearer signals from institutional flows.

Price recovery in leading digital assets has offered some short-term relief, but traders are wary of further regulatory developments and ongoing market uncertainty.

Tracking technical signals has become increasingly important as both regulations and viral trends shape sector dynamics. In the meme token space, internet fads can attract substantial capital in a short time frame. For example, Fomo App reported that a trade in “Niu Lai” converted an initial $99 into nearly $370,000. Monitoring not just prices but also timing and token selection proves vital in this fast-moving segment. Fomo App provides a platform that unites token discovery and trading, complete with social feeds, investor rankings, and trade alerts for those keen to follow meme token momentum and investor moves.

While industry participants await regulatory clarity, attention also remains fixed on market trends and technical patterns as a guide for short-term tactics.

Groups representing Cardano, Chainlink, HBAR, Stellar, Aptos, and Avalanche stress that codifying existing digital commodity guidance would reduce regulatory uncertainty and support continued blockchain development in the US.
