Immediate Political Repercussions

Just minutes after Peña’s resignation, Paraguay’s lower house voted unanimously to impeach him, forwarding charges to the Senate. Vice President Pedro Alliana began preparations to assume leadership, as the fallout from the bank’s collapse shook the government.

According to reports, Peña previously held a stake in a company linked to Ueno’s owners. Allegations of a conflict of interest arose, although Peña has denied any wrongdoing and stated that he divested from the company in March 2025.

Peña said in his resignation address that his “greatest wish is that the return of those funds be guaranteed, that the Deposit Guarantee Fund fulfill its purpose.”

Outside Congress, protests intensified. “Santiago Peña and the Colorado Party have stolen all our savings,” protester Luis Pineda told reporters, expressing frustration with decades of one-party rule.

Ueno Bank’s Collapse and Customer Impact

Paraguay’s central bank placed Ueno into resolution after regulators found the bank’s solvency ratio had plummeted below half the required legal minimum. This led to the suspension of Ueno’s banking app, debit cards, and payment transfers. Ueno held nearly $800 million in public-sector deposits, including pension and health funds, further compounding the crisis for ordinary citizens.

Ueno was a significant institution in Paraguay, reporting around 2.9 million customers—over 60% of the country’s adult population. The sudden loss of access to wages and savings had immediate repercussions for both individuals and public services.

Mini dictionary: Ueno Bank is a Paraguayan digital bank that offered retail banking services primarily through digital channels, attracting millions of clients and handling both private and public-sector deposits, including pension and health funds.

Paraguay’s central bank clarified that the Ueno incident is an isolated case and does not signal a system-wide banking crisis. The central bank announced deposit guarantees up to 228.3 million guaraníes per depositor, aiming initial payouts at eligible accounts holding up to 10 million guaraníes and having no outstanding debts with Ueno.

Bitcoin’s Self-Custody Debate Revisited

Ueno’s collapse has reinvigorated the debate around financial sovereignty promoted by the cryptocurrency community. Bitcoin, launched in 2009 during a global banking crisis, was designed to allow individuals to hold assets without intermediaries. This principle has often been summed up by the phrase: “not your keys, not your coins.”

A Bitcoin holder who maintains access to their own private keys controls their funds directly and can authorize transactions independently, unlike bank customers who must rely on institutional solvency and policy. However, this approach introduces risks—lost or forgotten keys cannot be recovered, and theft or price swings present further challenges.

The crisis illustrates Bitcoin’s self-custody argument, but lost keys, theft and price volatility pose separate risks.

Paraguay’s central bank stated that the first guarantee payments target depositors with accounts of up to 10 million guaraníes, no debts owed to Ueno, and an account at another financial institution, with further steps expected as the resolution process continues.
