The XRP Ledger is approaching a significant milestone, as the Permission Delegation amendment nears full activation. The upgrade is scheduled to go live on October 5, aligning with the culmination of the current two-week activation period.
Amendment enters critical window
The PermissionDelegationV1_1 amendment received 29 affirmative validator votes, officially entering its two-week activation window on September 21, 2026. Data from XRPScan indicates that the earliest possible activation will occur at 11:18 AM UTC on October 5, 2026, provided validator consensus remains above the required 80% threshold throughout the process. Should support fall at or below 80% at any point, the amendment will be rejected and the countdown will restart from the beginning.
This upgrade is bundled in the xrpld version 3.3.0 release and acts as a replacement for the original Permission Delegation feature. The prior version was found to contain a critical bug, which the current amendment aims to address. Coded under standard XLS-75, the change looks to strengthen permission controls across the XRP Ledger.
The Permission Delegation protocol enables account holders to delegate certain permissions to another account, opening up enhanced operational flexibility while maintaining core account security safeguards.
Anticipated impact on institutions and stablecoins
Hussein Zangana, also known as Vet, described Permission Delegation as a vital step for institutional adoption, stating that the feature serves as an essential compliance and operations building block.
Ripple’s stablecoin product lead, Lauren Berta, highlighted that Permission Delegation is expected to unlock significant new capabilities for institutions issuing regulated assets on the XRP Ledger, particularly for RLUSD and any other regulated token on the network. Berta noted the importance of allowing issuers to grant specific operational permissions to different teams or parties, such as compliance officers and asset movers, without exposing the issuer account to unnecessary risk.
Permission Delegation introduces a structure that lets stablecoin and asset issuers separate their operations, with clear boundaries on access, and the issuer retains ultimate control through the ability to instantly revoke permissions if needed.
This separation of duties is standard practice for stablecoin issuers operating on other blockchains, where distinct teams manage separate responsibilities. Permission Delegation is set to enable similar protocols for RLUSD on XRPL, implemented directly at the protocol level.
One critical safeguard ensures that not all permissions are available for delegation. Some account-level controls remain non-transferable, preventing delegates from escalating privilege or compromising account integrity. The issuer account owner retains oversight of which permissions are granted and can rescind them at any time with immediate effect.
Berta revealed that the RLUSD team has already begun building and testing Permission Delegation functionality on XRPL’s development environment, underlining active interest and preparation for the feature’s deployment.
Use cases beyond institutions
Mayukha Vadari, software engineer at RippleX, outlined a retail-focused application for Permission Delegation. Specifically, for so-called blackholed issuers, account holders will be able to delegate select responsibilities—such as managing an account domain—before blackholing their issuer address. This measure ensures that even after blackholing, some settings remain accessible through a trusted, separate account.
