Russia advances crypto fraud bill, eyes legal mining and trading limits

Russia is moving forward with efforts to regulate the cryptocurrency industry, as the State Duma considers new legislation aimed at curbing fraudulent activity within the sector. The proposed bill targets the illicit use of digital assets and seeks to introduce legal frameworks for cryptocurrencies in the country.

Legislative progress and regulatory ambitions

Anatoly Aksakov, chairman of the State Duma Committee on Financial Markets, stated that the legislative initiative will address measures to combat the illegal use of cryptocurrencies within Russia. Lawmakers are set to vote on the bill during its second and third readings this week.

In addition to tighter regulations on domestic transactions, the bill also aims to provide a legal channel for citizens using cryptocurrencies for international settlements. The move is expected to give clarity and legitimacy to certain cross-border transactions amid ongoing geopolitical tensions.

Since 2022, using cryptocurrencies as a form of payment has been prohibited in Russia. However, officials have expressed an openness to utilizing digital assets for international payments, particularly in cases where traditional financial routes are restricted by sanctions.

A transition towards transparent and timely market surveillance is gaining momentum. In 2023, Putin signed a law allowing legal entities approved by the Digital Ministry to mine cryptocurrencies within Russia, although operations conducted by foreign entities remain prohibited.

The Russian legislature also passed a bill last year legalizing the use of digital currencies for international payments. According to analysts, this legislation may help Russia sustain cross-border commerce amid ongoing US and European sanctions initiated after the 2014 annexation of Crimea, and intensified following the 2022 invasion of Ukraine.

Top Russian banks are preparing to introduce cryptocurrency trading services once the new regulations are put in place. Lawmakers have emphasized that investors will be subject to mandatory testing before entering the market and will face limits on the amount of cryptocurrency they can purchase.

Putin’s remarks and Russia’s crypto stance

Russia’s regulatory stance has often shifted, yet President Putin has openly discussed the potential of digital assets. During a forum in Moscow in December 2024, he drew attention to emerging technologies that could facilitate money transfers outside of traditional payment channels.

For example, Bitcoin, who can ban it? Nobody. And who can prohibit the use of other electronic payment instruments? Nobody, because these are new technologies.

Putin also referenced the diminishing dominance of the US dollar and outlined that decentralized digital assets like Bitcoin represent a new technological era for payments. His comments have sparked discussions among policymakers about how best to balance innovation with regulatory oversight.

Observers note that Russia’s new legislative approach could significantly reshape the country’s digital asset landscape, potentially making it a test case for crypto regulation under sanctions and international scrutiny.
