Key provisions of the new law

The law, signed under bill No. 1194918-8 and titled “On Digital Currencies and Digital Rights,” was passed following approval by Russia’s State Duma, the lower chamber of parliament. The legislation sets out comprehensive requirements for entities participating in the crypto sector, including exchanges, brokers, custodians, and other crypto-focused service providers.

Crypto exchange operators will be required to satisfy strict regulatory standards. To operate legally, these platforms must join a recognized financial market self-regulatory organization, ensuring adherence to compliance and security measures.

For individual investors, the law creates a distinction between retail and qualified participants. Retail investors will only be permitted to purchase officially approved crypto assets through authorized intermediaries, and an annual limit of 300,000 rubles (approximately $3,700) applies per intermediary. In contrast, qualified investors will not face such restrictions and may access a broader range of crypto assets.

Additionally, the legislation retains the current prohibition on using cryptocurrencies to pay for goods and services within Russia’s borders.

Market oversight and implementation timeline

The Bank of Russia, the country’s central bank, will supervise the regulated crypto market. Its responsibilities include setting rules for the sector and determining which digital assets licensed platforms are allowed to offer. The main regulatory framework will become effective on September 1, 2026, while certain provisions, such as the rules for non-resident digital depositories, are scheduled to take effect on July 1, 2027.

Market participants, including crypto exchanges, brokers, and custodians, must adapt their operations to meet the upcoming legal requirements or face penalties.

Russia’s decision to formalize crypto regulation comes amid wider international debates on digital asset policy and seeks to balance investor protection with the development of financial innovation.

Mini dictionary: State Duma, the lower house of the Federal Assembly of Russia, is responsible for drafting and approving federal legislation.

The State Duma finalized the legislation after a series of readings concluded in late July. With the law’s signing, Russia takes a significant step toward tightening oversight of its growing digital asset market.

The law mandates retail investors to buy only approved digital assets through authorized intermediaries, capping such purchases at 300,000 rubles each year per intermediary, while qualified investors are granted unrestricted access.
