Organized crime groups in Ireland are increasingly storing private keys and seed phrases for cryptocurrency wallets in rented safety deposit boxes, along with cash, luxury watches, and passports. Detective Chief Superintendent Michael Gubbins, head of Ireland’s Criminal Assets Bureau (CAB), stated that the bureau uncovered this trend through recent investigations, with details shared with the government’s Anti-Money Laundering Steering Committee.
Criminal Tactics and Asset Storage
CAB has observed that criminals attempt to diversify storage methods for illicit funds. Seed phrases and private keys are kept physically secure in vaults, often alongside substantial amounts of cash and other high-value items. Gubbins remarked that vault contents can vary, listing cryptocurrency keys, cash, luxury timepieces, and passports as typical assets encountered by investigators.
In recent discussions, Gubbins underscored that, while criminal groups believe digital assets offer anonymity, cash remains the primary currency for illicit activity in Ireland. He noted that “they believe there’s an anonymity attached to it,” but pointed to risks with digital assets, such as market volatility and the potential loss of wallet access if passwords or seed phrases are misplaced.
“It’s still a cash business for those engaged in drug trafficking,” Gubbins emphasized, explaining that the sophistication of crypto usage among Irish criminals remains limited.
CAB has also identified professional launderers, including those running informal transfer systems like hawala, which enable cross-border money movement without the physical transfer of funds. In one instance, CAB seized €230,000 from a safe deposit box at a private vault company believed to be connected to such operations.
EU Regulations and Enhanced Crypto Oversight
New European Union anti-money laundering (AML) regulations are set to come into effect next summer. These rules will prohibit cash payments above €10,000 and require businesses in Ireland to identify anyone making cash purchases of €3,000 or more. Sectors including crypto-asset service providers, luxury goods retailers, and crowdfunding platforms will face stricter compliance requirements.
Ireland introduced its first national anti-money laundering strategy in the previous month, including specific measures for crypto assets. According to the Department of Finance, new obligations under the EU rules will force crypto-asset service providers to conduct “enhanced checks” on transfers involving private crypto wallets and boost due diligence requirements for transactions with offshore providers.

Major Bitcoin Wallet Seizure and Forfeiture
Ireland’s CAB made a significant breakthrough this year by successfully accessing a Bitcoin wallet containing about 500 BTC, currently valued near $34 million (€30 million). This wallet is part of a group of 12 wallets seized from a convicted drug dealer in 2019, which collectively have expanded in value to $418 million (€360 million) as Bitcoin prices surged.
This operation was conducted with technical support from Europol’s European Cybercrime Centre, which provided advanced decryption expertise crucial to the wallet breach. The bureau said this was the first time it succeeded in cracking any of the 12 wallets confiscated during the 2019 investigation.
Technical teams revealed that more than €130 million from the €360 million in seized cryptocurrency holdings has now been liquidated and transferred to the state’s accounts.
Much of the 6,000 BTC initially seized had been stored according to instructions written down and hidden by the drug dealer, reportedly inside a fishing rod case that was later lost, complicating asset recovery efforts. The bureau reported it returned nearly €15 million to the Irish exchequer last year through various asset seizures.
