Senator Cynthia Lummis has intensified calls for urgent action as the Senate prepares for a landmark vote on the CLARITY Act scheduled for September 15. This legislative decision is expected to have significant implications for the future of digital asset regulation in the United States.

The upcoming cloture vote requires 60 Senators to move the CLARITY Act forward. All 53 Senate Republicans have pledged support, leaving the bill seven votes short of the supermajority needed. These must come from Democratic Senators if the legislation is to proceed.

Failure to secure cloture would delay federal crypto policy reform until at least 2030. Senator Lummis, in a direct challenge to her colleagues, presented the decision as a pivotal choice facing Congress. She stated,

Next week, my colleagues have a choice: they can choose American innovation and strong consumer protections, or cede the future of finance to China.

Her stark message underscores the wider stakes, as the crypto industry keenly monitors developments in Washington ahead of the vote.

House schedule poses additional hurdles

Even if the Senate advances the CLARITY Act, the legislative process could stall in the House of Representatives. Republican leadership in the House has canceled the final two weeks of its September session, with members scheduled to depart Washington by September 17.

Given that the Senate’s procedural steps typically take one to two weeks following a cloture vote, any amended bill would not reach the House until after most lawmakers have left. If the House is required to consider Senate amendments, delays could extend until the legislative session resumes in mid-November.

One community member pointed out that the House schedule alone presents a serious risk for the bill’s passage this year, regardless of the Senate’s outcome.
