The US Senate is set to hold a cloture vote on the CLARITY Act on Tuesday, September 15, at 2:15 PM, a move that could have far-reaching consequences for the digital asset sector. Brad Kimes, who hosts Digital Perspectives, pointed to the possibility of the largest repricing event in the history of $XRP if the legislation advances.

Intense government focus and national security context

The CLARITY Act has been described as a national security bill by former US Defense Secretary Mark Esper, raising stakes for policymakers beyond the cryptocurrency sector. Treasury Secretary Bessent argued that failing to pass the bill would risk the US ceding its leadership position in digital assets to international competitors. A group of 160 former officials—including leaders from the CIA, FBI, Treasury, and Secret Service—called passage of the act a national security imperative.

The CLARITY Act seeks to establish a clear regulatory framework for digital assets in the United States, aiming to provide clarity for companies, investors, and institutions operating in the sector.

The CLARITY Act has drawn attention from across the US government, with Treasury Secretary Bessent and 160 former officials urging its passage to maintain national security and US leadership in digital assets.

The legislative process and political dynamics

Tuesday’s cloture vote is not the final vote on the CLARITY Act but rather a procedural step that, if passed, allows full debate on the Senate floor. Cody Carbone of the Digital Chamber stated that 60 votes would require an ethics resolution related to demands from Democrats for President Trump to divest his crypto holdings, highlighting the political dimensions entangled with the bill’s progress.

White House Executive Director Patrick J. Witt responded online, suggesting optimism for supporters of the bill. Mike Novogratz, CEO of Galaxy and a prominent Democrat, stated his belief that the bill will reach the Senate floor for a full vote. Brad Kimes interpreted Witt’s comments as a possible indication that a bipartisan agreement may be close.

If the cloture vote does not succeed, Carbone suggested that sections of the CLARITY Act could be attached to must-pass legislation such as the National Defense Authorization Act before the end of the year.

Potential impact on XRP and tokenization

Brad Kimes linked the possibility of the CLARITY Act passing directly to a major tokenization event. The Depository Trust & Clearing Corporation (DTCC), a key financial infrastructure provider, is preparing to expand its tokenization services in October, covering an estimated $114 trillion in assets. Ripple Prime, part of the Ripple ecosystem, features on the DTCC’s provider list alongside large financial institutions such as BlackRock, Goldman Sachs, BNP Paribas, Franklin Templeton, and JP Morgan.

Kimes stated that Ripple, through its G-Treasury and Hidden Road affiliates, currently holds $16 trillion in assets now operating under Ripple Prime. This positions XRP as a primary collateral and settlement asset for a sizable portion of the institutional market.

David Schwartz, Ripple’s CTO Emeritus, reportedly suggested he believes that XRP could eventually surpass Bitcoin by market capitalization, emphasizing faster growth in XRP rather than a decline in Bitcoin itself.

Key technical levels for XRP

Technical analyst Dark Defender mapped out important price levels for XRP. According to his analysis, the next upward wave could target prices between $10.11 and $18.22. Short-term liquidity clusters are found between $1.50 and $1.80, while a weakness in the legislative process could see the price return to around $0.98. Successful passage of the legislation, on the other hand, could support a sustained move above the $1.50 to $1.80 range.
