Senate fails to advance Clarity Act as Coinbase-backed group vows to track lawmakers

The United States Senate did not advance the Clarity Act this Tuesday, with the bill missing the 60-vote threshold required for procedural approval. The legislation, designed to create clear federal rules for digital assets, remains stalled amid political divisions and growing industry pressure.

Coinbase-supported advocacy responds

Stand With Crypto, an advocacy group backed by crypto exchange Coinbase, announced that it will add the Senate vote to its public scorecards, which measure how lawmakers support digital asset policies. The group represents an estimated 67 million Americans who own cryptocurrencies, as well as a claimed three million grassroots advocates across the country.

Mason Lynaugh, executive director of Stand With Crypto, described the vote as a missed opportunity for lawmakers to clarify the rules for digital assets. He highlighted the lengthy wait faced by crypto owners in the US who seek regulatory certainty.

Stand With Crypto stated that millions of advocates engaged with their Senators to urge passage of market structure legislation, making calls, sending emails, and even visiting in person, but the outcome left them dissatisfied with Senate leadership.

The group said Tuesday’s vote would now be counted as a public record, asserting that its advocates would keep lawmakers accountable in the upcoming November midterm elections.

Stalled legislation and political divisions

The Clarity Act aimed to assign regulatory responsibilities for digital assets to both the Securities and Exchange Commission and the Commodity Futures Trading Commission. Supporters argued that the measure would provide companies and investors with long-awaited guidance, addressing the ambiguous and often disputed rules under which many crypto firms currently operate.

Disagreements leading up to the procedural vote centered on ethics rules, protections for software developers, and regulatory oversight of crypto platforms. While Republicans unveiled a revised bill over the weekend, Democrats made a counteroffer shortly before the Senate vote, leaving both party blocs divided.

Lynaugh emphasized that the failure to advance the Clarity Act will remain a central rallying point for the advocacy group’s members and supporters.

Stablecoins are digital tokens designed to maintain a stable value by pegging to assets like the US dollar. Their role in the wider crypto debate has grown more prominent amid efforts to regulate digital payments and protect consumers.

As the legislative process stalled, Stand With Crypto said its supporters had contacted lawmakers nearly 50,000 times in August. The group also led local campaigns and placed opinion pieces in regional newspapers during the congressional recess, particularly in states where senators faced close scrutiny. Community banking organizations, meanwhile, conducted their own lobbying efforts to influence the vote.

Stand With Crypto said it will prioritize the Clarity Act and continue mobilizing advocates until new rules for the crypto industry are adopted. The coalition cited its previous endorsements of House candidates and stated that similar outreach will accompany the November elections. Lynaugh stated that the group expects lawmakers to deliver meaningful results on digital asset policy.

Stand With Crypto maintains that Tuesday’s vote offers a clear record of which senators align with the crypto sector and insists its members will keep these decisions in mind at the ballot box.
