The European Securities and Markets Authority (ESMA) has instructed cryptocurrency service providers across the European Union to halt all services related to stablecoins that do not comply with the Markets in Crypto-Assets Regulation (MiCA) framework. ESMA established a three-month deadline for firms to address any remaining exposure to such assets.
Deadline set for compliance
On Thursday, ESMA directed national authorities to ensure that all crypto companies resolve their outstanding exposure to non-compliant stablecoins by no later than January 8, 2027. The agency made it clear that steps should be taken as soon as possible to prevent continued provision of unauthorized stablecoin-related services to EU clients.
MiCA-regulated crypto-asset service providers (CASPs) must stop offering any services linked to stablecoins that do not adhere to MiCA requirements. The affected services include trading platforms, exchanges, order execution, custody, asset transfers, investment advice, and portfolio management.
Scope of measures and temporary allowances
ESMA stated that crypto firms need to adopt technical, contractual, and organizational safeguards to block EU clients from acquiring or increasing their holdings of unauthorized stablecoins. The regulator added that national supervisors may allow limited, temporary services to help clients wind down positions in such assets. These services might include liquidation, the conversion of holdings, withdrawal, transfers, and safekeeping.
However, ESMA emphasized that any permitted activities in this context must remain strictly temporary and are to be closely overseen by regulators to limit further exposure.
Crypto-asset service providers authorised under MiCA should cease providing services related to non-MiCA-compliant stablecoins to clients in the European Union.
This latest guidance builds on ESMA’s earlier actions. In January 2025, ESMA issued recommendations imposing restrictions on trading and exchange services for non-compliant stablecoins, laying the groundwork for the expanded measures announced this week.
