XRP Ledger team defends emergency patch after fix bypassed 2-week vote process

In Brief

  • 🚨 XRP Ledger issued an urgent security patch, bypassing the usual two-week vote process.

  • 🛡️ The flaw could have allowed creation of XRP beyond its fixed supply, but was not exploited.

  • 💡 Critics questioned the move’s impact on decentralization as $XRP defends its practices.

Developers of the XRP Ledger have addressed concerns surrounding an emergency security patch that was implemented to resolve a critical bug capable of creating XRP beyond the fixed supply. Developers stated that they adopted immediate action as waiting for the network’s usual two-week amendment vote could have risked exposing the vulnerability to potential attackers.

Emergency patch circumvents regular approval process

The patch, released on September 25, followed a bug bounty report submitted three days earlier and was applied instantly to any server that installed it. XRPL developers indicated this marked the first time in over a decade that the amendment process had been intentionally bypassed to protect network safety.

In a statement shared on X, XRPL developers emphasized the security necessity of the move, writing:

With a normal amendment vote, the fix would have been public for weeks before it took effect, risking network security.

The swift deployment, however, led to fresh questions regarding the degree of decentralization in the XRP Ledger. Public materials from XRPL have long maintained that the blockchain operates as a fully decentralized, open network. This description has played a key role in ongoing discussions about XRP’s legal status as a non-security token.

Debate over decentralization and transparency

Justin Bons, founder of Cyber Capital, voiced skepticism about these claims, calling the marketing of XRP to retail investors as decentralized “straight-up fraud.” Bons argued that releasing the emergency patch as binary files rather than open source and the quick rollout put pressure on node operators to upgrade.

The XRPL Foundation, which acts as a non-profit steward for the ledger’s development, responded that the decision to implement the emergency fix was taken collectively by the foundation, RippleX, core developers, and validators after jointly assessing the risk posed by the bug.

No single party could make that call alone. Every validator and node operator chooses what software to run, and 3.4.1 only became required through a normal amendment vote with more than 80% validator support for two weeks. Protocol changes still go through amendments.

XRP Kuwait, an independent validator operator, also refuted claims that coordinated action by node operators undermined decentralization. The operator emphasized that consensus and communication do not equate to centralized control, noting that independent operators stayed autonomous throughout the process.

Details of the critical bug and its mitigation

The bug concerned how XRP balances are stored as 64-bit integers with a fixed upper limit. Summing amounts beyond this cap would cause the total to “wrap around” to a much smaller value instead of returning an error.

An attacker could exploit this flaw by creating hundreds of offers requesting very large quantities of XRP. By sending one well-structured payment, the attacker could trigger all of those offers, crediting offer owners their full amount while the buyer was charged only the tiny wrapped amount, effectively generating new and spendable XRP beyond the intended supply.

The vulnerability could only be exploited through deliberate, specifically crafted offers and was not accessible via standard trading activity. Developers reported finding no evidence that the issue had been exploited on any public XRP network.
