The Bank of England has launched a public consultation focused on the use of digital representations of eligible collateral by central counterparties (CCPs). The move comes as the financial sector seeks greater clarity on how existing regulatory standards apply to tokenized assets within clearing processes.

Consultation on regulatory approach

According to the draft supervisory statement published by the central bank, existing UK rules already permit CCPs to accept digital versions of eligible collateral, provided these assets fulfill clearing standards. The consultation aims to clarify the process for CCPs seeking approval to use such collateral under the current framework.

The statement focuses both on collateral types that CCPs already accept, as well as those that would be eligible under the proposed UK CCP Rulebook but are not yet in use. It does not introduce new regulatory obligations but seeks to enhance understanding among market participants regarding the requirements for using tokenized collateral.

The consultation provides guidance on what central counterparties must address in their applications, including risk management considerations and operational requirements.

Requirements for tokenized collateral

The Bank of England emphasized that tokenized forms of collateral must remain capable of being accurately valued, transferred, and liquidated, even during periods of market stress. The central bank noted that digital collateral could potentially offer faster and more efficient movement of assets across jurisdictions, helping firms meet margin calls more swiftly and manage liquidity risk.

Through this consultation, the Bank is advancing its objective for innovation in the financial market infrastructure while maintaining stability. This initiative forms part of ongoing efforts between authorities and industry to support the responsible integration of tokenisation in financial markets, according to Sarah Breeden, deputy governor for financial stability.

The consultation aligns with the Bank’s broader agenda to encourage innovation without compromising the soundness of the UK’s financial system.

Mini dictionary: Central counterparty (CCP) — A CCP is a financial institution that acts as an intermediary between buyers and sellers in derivatives and securities markets, reducing counterparty risk by assuming the role of buyer to every seller and seller to every buyer.

Timeline and next steps

The consultation is open until February 12, 2027, with the central bank indicating that it will review the feedback and publish its policy response, along with any updated rules, later in the current quarter.

The outcome is expected to provide additional clarity to CCPs and participants in the UK financial markets regarding the use of digital collateral and the regulatory framework surrounding tokenized assets.

Authorities and industry stakeholders continue to explore the broader adoption of tokenization technology in global financial infrastructure as part of ongoing digital transformation efforts.
