The cryptocurrency sector has allocated approximately $176 million to influence over 100 US congressional races ahead of the November 3 midterm elections, focusing its efforts even as its signature legislative proposal, the CLARITY Act, remains blocked in Congress.

Crypto PACs channel major funds, but key reforms delayed

A Reuters investigation revealed that Fairshake, a leading super political action committee (PAC) in the crypto space, along with affiliated groups, has directed about $150.8 million through October 20 into political spending. Additional cryptocurrency organizations contributed a further $25 million, pushing total crypto-linked expenditures during this election period to unprecedented levels.

Fairshake’s financial backers include some of the most influential names in the industry, such as Coinbase, known as a major US cryptocurrency exchange, digital payments firm Ripple, and prominent venture capital group Andreessen Horowitz.

Despite the surge in spending, the campaign has not yielded tangible progress on comprehensive US cryptocurrency legislation, particularly the CLARITY Act, which intended to offer clear federal rules for digital asset markets.

The sector’s political involvement has reached new heights this cycle, with organizers targeting races considered influential for future digital asset regulation, but the main legislative goal remains unfulfilled as debates over the CLARITY Act stall.

Fairshake reported that 53 out of 58 candidates it endorsed in 2026 primary and special elections won their contests. However, such victories do not guarantee policies favorable to the cryptocurrency industry will follow.

This influx of campaign funds has also intensified high-profile races. In Ohio, crypto-affiliated PACs have invested more than $68 million in the Senate contest between Democratic Senator Sherrod Brown and Republican Jon Husted. Elsewhere, Protect Progress, an affiliate of Fairshake, invested $1.5 million opposing Representative Al Green, citing his opposition to cryptocurrency reforms.

The central aim for industry participants—such as exchanges, issuers, and investors—is to secure clearer federal regulations, including definitions of digital assets and formal roles for oversight agencies like the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC).

However, on September 15, the CLARITY Act failed to move forward after the Senate fell short by one vote, 50 to 49, on a procedural motion requiring a 60-vote threshold. This setback was not a definitive vote on the content, leaving future prospects uncertain amid ongoing debates.

Negotiations have been further complicated by disputes over specific ethics provisions, financial safeguards, and questions about the transparency and scope of regulatory oversight.

Long-term, the industry has advocated for a legislative framework that would provide stability—potentially shielding rules from shifting executive policies. For Ripple, which previously faced an extended legal battle with the SEC, achieving regulatory clarity remains a priority.

Mini dictionary: Fairshake is a super political action committee (PAC) established to represent the interests of the US cryptocurrency industry in federal elections. PACs can raise and spend unlimited funds to support candidates, provided they do not coordinate directly with campaigns.

Midterm elections could alter regulatory outlook

Analysts indicate that the November 3 elections may reshape the prospects for digital asset regulation if the political balance of Congress shifts. Fairshake’s contributions have targeted both Republican and Democratic candidates, though its major expenditures in Senate races favored Republicans or sought to block Democrats.

The scale of corporate-linked donations has also drawn criticism from campaign finance reform advocates, who claim that significant contributions by industry players risk exerting outsized influence on future policy outcomes.

Even without the passage of broad regulatory reform, the SEC has moved forward with alternative approaches to oversee segments of the crypto market, continuing efforts to clarify industry requirements through regulation and enforcement actions.

While the ultimate impact of these efforts remains unclear, the outcome of the midterm elections could either open new pathways for cryptocurrency legislation or reinforce the deadlock in Washington.
