Circle CEO Jeremy Allaire expressed optimism that the CLARITY Act could eventually be approved by lawmakers, despite its recent failure to advance through a crucial cloture vote in the United States Senate. His comments have drawn attention among industry watchers, especially in the XRP community, as Congress weighs the future of digital asset regulation.

Allaire compares CLARITY Act path to GENIUS Act

Speaking on CNBC’s Squawk Box, Allaire drew a parallel between the current situation of the CLARITY Act—which seeks to provide a clearer regulatory framework for digital assets—and the earlier legislative journey of the GENIUS Act. Although the GENIUS Act failed its initial cloture vote, lawmakers later went on to pass the bill after further negotiation.

“If you remember, like the GENIUS Act, it failed cloture vote too, right? And it was like, oh my God, what are we going to do? And then weeks later, it passed,” Allaire said. He also acknowledged that the fate of the CLARITY Act remains uncertain, explaining that a resolution will require lawmakers to address a small number of outstanding issues.

Allaire stopped short of guaranteeing the bill’s passage, describing the situation as fluid while discussions in Congress continue. His remarks have sparked debate, especially on social media, where observers argue that legislative precedent could favor supporters of the CLARITY Act in the coming weeks.

Allaire commented that, while the outcome of the CLARITY Act is still unknown, prior experience with the GENIUS Act shows that the legislative process can progress after initial setbacks.

Mini dictionary: Cloture vote, a procedure in the U.S. Senate used to end a filibuster or bring debate to a close, allowing a bill to proceed to a final vote. Reaching cloture typically requires a qualified majority.

GENIUS Act establishes framework for digital dollars

In addition to his remarks on the CLARITY Act, Allaire outlined the significance of the GENIUS Act in establishing a federal legal foundation for digital dollars. The GENIUS Act, now federal law, introduces a regulated framework for blockchain-based digital dollars and is set to take effect within months. According to Allaire, this development integrates such digital assets into the global financial system under a clear legal regime.

Allaire also pointed out that U.S. firms and capital markets continue making progress on digital asset initiatives. He emphasized that companies are adapting to the emerging legal standards and broadening their participation both domestically and internationally.

Allaire said that with the passage of the GENIUS Act, blockchain-based digital dollars now function under federal rules, forming part of the wider global financial infrastructure.

XRP community reacts to legislative developments

The ongoing debate around the CLARITY Act has generated particular interest within the XRP community. Online commentator JackTheRippler cited Allaire’s perspective to support his own expectation that the bill will eventually pass, pointing to the GENIUS Act’s prior experience with a failed cloture vote. He stated that regulatory advances depend on both acts, arguing that the GENIUS Act holds limited value without the additional clarity provided by the CLARITY Act.

Other community members, such as RIPPLE LORD and XRP HERALD, agreed that a failed cloture vote does not mark the end of legislative progress for a digital asset bill. They highlighted that U.S. congressional procedure allows bills to be revisited after setbacks.

While Allaire refrained from making definitive predictions, his remarks have given fresh momentum to conversations about digital asset regulation in the United States. Supporters now look to Congress to resolve remaining issues with the CLARITY Act in upcoming sessions.
