A recent Federal Register notice has drawn attention by formally naming XRP alongside Bitcoin, Ether, and Solana in its review of eligibility standards for Commodity-Based Trust Shares. This development marks another step in XRP’s interaction with regulated investment frameworks in the United States.

XRP appears among leading digital assets in official notice

The Federal Register, which serves as the official journal for US government rules and notices, included XRP as one of four digital assets meeting eligibility criteria for potential Commodity-Based Trust Share listings. Researcher BankXRP highlighted the inclusion on the X platform, noting XRP’s appearance directly alongside other prominent cryptocurrencies.

BankXRP observed that XRP, Bitcoin, Ether, and Solana are named as qualifying digital commodities for trust share listings in the Federal Register, drawing attention to the document’s more specific eligibility language.

The notice, issued on August 3, 2026, relates to a Cboe BZX Exchange proposal amending rules associated with Commodity-Based Trust Shares. Bitcoin, Ether, Solana, and XRP are listed as assets that satisfy the exchange’s generic listing standards, contingent on certain market and product conditions.

Each asset’s eligibility depends on both an established futures market and the existence of an exchange-traded fund that covers at least 40% economic exposure for the commodity.

The explicit reference puts XRP in a regulatory context with Bitcoin, Ether, and Solana, emphasizing its role as a candidate for regulated trust structures.

The distinction between eligibility and ETF approval

Despite XRP’s prominent mention, the Federal Register notice does not represent approval for an XRP exchange-traded fund. Instead, it clarifies which assets meet eligibility for trust share listings under existing and proposed rules. The Cboe BZX Exchange’s proposal discusses both the current requirements and a suggested buffer that could permit assets not fully meeting all criteria to qualify under specific conditions.

This language deals with listing requirements for regulated investment vehicles. It does not serve as a Securities and Exchange Commission (SEC) declaration on XRP’s status as a security or non-security. Eligibility under trust share listing standards is considered separately from regulatory classifications that may apply in different contexts.

The Federal Register’s inclusion of XRP relates only to the asset’s suitability for Commodity-Based Trust Shares and does not indicate that an XRP ETF is approved or imminent.

Potential impact for future XRP investment products

While XRP’s mention is significant for ongoing discussions about regulated investment products, market observers note that it does not initiate or guarantee new listings. The implications of this eligibility could become clearer if applicants reference the Federal Register notice in future XRP trust filings with regulators.

BankXRP emphasized the importance of XRP’s presence in the eligibility discussion, suggesting it strengthens the regulatory foundation for any future products.

However, eligibility in the Federal Register is just the initial step. Actual approval for any XRP-based trust or ETF would require a separate review and decision by regulatory bodies.

The situation highlights the evolving regulatory landscape for digital assets as governmental agencies refine requirements for commodities, securities, and various investment products.
