Ripple brings XRP to Washington

Greg Kidd accompanied Ripple co-founder Chris Larsen to the US Treasury Department when Ripple was just beginning. The objective was to present both Ripple and the concept of XRP to senior officials. According to Kidd, the meeting left Treasury staff uncertain, as XRP did not align with any financial category or regulatory framework at that time.

Kidd recalled that government officials realized they were facing “a global, worldwide, permissionless chain,” which left them baffled. XRP’s decentralized nature was so novel that the usual regulatory classifications could not be applied, and officials reportedly struggled to respond as the meeting ended.

Ripple’s representatives described XRP as an open, global network with no clear analog in traditional finance, and government officials were “left speechless,” according to Kidd, because “their heads were spinning by the time we walked out the door.”

This moment highlights how far ahead Ripple was relative to regulatory systems, which had not yet developed any approach to such digital assets.

Greg Kidd’s background and perspective

Greg Kidd is regarded as a key early figure at Ripple, serving as its first chief risk officer and joining as employee number ten. Kidd’s background includes degrees from multiple Ivy League universities and previous work experience at the Federal Reserve. Digital Asset Investor has described Kidd as one of the most significant yet overlooked contributors to Ripple’s rise in the industry.

Kidd first learned of Ripple during a card game with other payments industry professionals. He was drawn to the idea of “a universal ledger,” prompting him to actively seek a position at the company.

Kidd described the years of ambiguity: “We thought we were going to get in trouble for being money. Then we found out, no, we’re like a security, now we’re a commodity.”

For many in the XRP community, the court’s decision represented a major turning point after years of legal ambiguity.

Impact of regulatory clarity on XRP

Market observers note that regulatory clarity has directly influenced institutional engagement with XRP. As XRP’s intended use is fast, cross-border value transfers, such clarity is viewed as essential for encouraging participation from regulated financial institutions.

With clear legal status now established and legislation such as the CLARITY Act approaching a Senate vote, prospects for XRP adoption among major institutions appear to be improving.
