Hong Kong’s top financial regulators have unveiled major initiatives to modernize the city’s digital asset market infrastructure and regulatory landscape, signaling further integration of blockchain technology into the heart of its financial system.

HKMA moves settlement system fully on-chain

Eddie Yue, Chief Executive of the Hong Kong Monetary Authority (HKMA), announced that the Central Moneymarkets Unit (CMU)—the main debt securities settlement platform operated by the HKMA—will upgrade its core services to utilize blockchain technology around the clock by the end of this year.

The upgraded system is aimed at supporting a digital Hong Kong dollar as well as central bank digital currency (CBDC) functions. Yue confirmed that the HKMA will also assess the direct settlement of tokenized deposits and regulated stablecoins through the CMU.

The introduction of continuous on-chain settlement is designed to facilitate 24/7, real-time transactions and streamline the integration of digital currencies and tokenized assets into Hong Kong’s mainstream financial sector.

The upgraded platform will support both a digital Hong Kong dollar and a central bank digital currency, while also exploring the direct settlement capabilities for tokenized deposits and regulated stablecoins.

SFC outlines new digital asset licensing regime

The Securities and Futures Commission (SFC) detailed its approach toward implementing Hong Kong’s first Five-Year Plan, splitting its regulatory objectives into short-term and medium-to-long-term packages focused on enhancing ties with both mainland China and international markets.

As part of its strategy, the SFC will launch a new licensing framework for digital asset operators and create a comprehensive regime for tokenized investment products. This framework is expected to eventually include tokenized versions of gold and other real-world assets.

To further safeguard investors, the regulator is deploying CrypTech, a market-surveillance tool designed to detect and deter suspicious activity across digital asset markets. The SFC also intends to strengthen anti-money-laundering measures and integrate artificial intelligence into its oversight workflows.

The SFC’s licensing regime and upcoming regulatory guidelines are expected to address tokenized products, including tokenized gold and other real-world assets, with the aim of boosting financial security and market integrity.

Stablecoin progress gains pace

The HKMA recently issued its first two stablecoin issuer licenses in April 2026: one to HSBC, and another to Anchorpoint Financial, a joint venture led by Standard Chartered alongside HKT and Animoca Brands. Anchorpoint’s stablecoin, HKDAP, which is fully backed and redeemable one-for-one for Hong Kong dollars, is already live. Standard Chartered became the first bank to distribute HKDAP and intends to use it for settling tokenized money market funds later this year.

The market remains in early stages, with only 522,000 HKDAP tokens in circulation as of August 19. HSBC plans to issue its Hong Kong dollar stablecoin in the second half of the year, further expanding the stablecoin ecosystem in the city.

In addition to these developments, Hong Kong Exchanges and Clearing (HKEX: 0388) is preparing to launch yuan-denominated gold futures, marking another step towards broadening commodities trading in local and regional currencies.

Integration, market trends and platform innovation

With market digitization accelerating, industry participants are monitoring technical progress closely, including the impact of new infrastructure and the evolution of regulatory frameworks for tokenized products.

In the meme token sector, an internet trend can quickly attract substantial capital. Investor timing and asset selection are increasingly important, as traders leverage platforms like Fomo App to discover tokens and track real-time activity. With features such as social feeds, investor rankings, and trade notifications, Fomo App offers a comprehensive window into meme token activity and trends.

Meanwhile, HKEX is rolling out new products—including gold contracts and other commodities—priced in offshore yuan. The launch follows the trial of a central clearing system for precious metals by Hong Kong Precious Metals Central Clearing Limited in July 2026, underscoring the city’s broader ambition for financial innovation.
