Ripple‘s RLUSD stablecoin has been awarded investment-grade ratings by Moody’s, following Ripple’s receipt of final approval for its US national trust bank. The move further enhances Ripple’s standing among institutional players as RLUSD’s market capitalization climbs past $2.5 billion.
Key Ratings and Reserve Structure
Moody’s, a global credit rating agency, assigned RLUSD an A2 long-term deposit rating and a P-1 short-term rating on October 27. The A2 classification represents upper-medium-grade credit quality, while the P-1 rating is the agency’s highest for short-term instruments.
The rating assessment covered multiple areas including RLUSD’s reserve quality, liquidity, redemption processes, custody structures, and operational safeguards. RLUSD is issued by Standard Custody & Trust Company, a Ripple subsidiary, and operates on both the XRP Ledger and Ethereum networks.
The stablecoin’s backing primarily consists of short-term US Treasury securities, highly liquid government assets, and cash. Standard Custody has stated a target reserve coverage of 103%, aiming to back every $100 in RLUSD with $103 in reserves.
This 103% reserve ratio is a target value and does not represent a constant guarantee.
Most RLUSD reserve assets are managed by BNY, a global financial institution that has expanded its role to provide additional custody solutions for XRP and RLUSD.
Moody’s also evaluated the stablecoin’s redemption framework. Eligible institutional holders have the ability to redeem RLUSD at par, with settlements typically processed within two business days following a compliant request.
However, retail holders do not always have the same direct redemption rights as institutional holders.
Mini dictionary: Moody’s is one of the “Big Three” global credit rating agencies, providing ratings and risk analysis for corporate, government, and financial products worldwide.
Impact of National Trust Bank Approval
Ripple secured final approval from the Office of the Comptroller of the Currency (OCC) on October 26 to launch Ripple National Trust Bank. Under the approved framework, Standard Custody continues to issue RLUSD, while the newly established, federally regulated trust bank will oversee segregated reserves and act as the collateral trustee for token holders.
This development introduces federal oversight to the stablecoin’s infrastructure, strengthening governance, but RLUSD remains distinct from FDIC-insured bank deposits.
Ripple’s institutional reach has expanded through Standard Chartered, a major global bank, which began offering RLUSD custody services in conjunction with planned trading and collateral processes.
RLUSD’s market access has also broadened after Coinbase, a leading cryptocurrency exchange, added the stablecoin to all its retail and institutional platforms.
| Category | RLUSD | Typical USD Stablecoin |
|---|---|---|
| Issuer | Standard Custody & Trust (Ripple) | Various (e.g., Circle for USDC, Tether for USDT) |
| Main Reserves | Short-term US Treasuries, high-liquidity assets, cash | Primarily Treasuries, cash equivalents |
| Reserve Target | 103% | ~100% |
| Direct Redemption | Available to institutions | Varies by issuer |
| Short-term Moody’s Rating | P-1 | Varies or not rated |
Despite Moody’s assigning RLUSD investment-grade ratings, the agency noted that legal protections remain an area for further improvement. Standard Custody is not structured as a bankruptcy-remote entity, and RLUSD holders do not have direct claims on reserve assets, potentially complicating access to funds if the issuer becomes insolvent.
Moody’s pointed out that enhanced legal protections, such as provisions from the GENIUS Act expected in 2027, could support a higher future rating. A downgrade would be likely if reserve quality diminishes, liquidity decreases, or operational weaknesses emerge. The current rating does not assure that RLUSD will always maintain a $1 peg or guarantee instant redemption for all holders.
Stablecoin Growth and XRP Ecosystem Implications
For investors in XRP, the growth of RLUSD provides increased financial infrastructure but does not automatically result in higher demand for the XRP token. The stablecoin’s expansion adds to Ripple’s ecosystem, yet Ripple has emphasized that metrics such as token circulation, transaction volumes, and actual economic utility should be evaluated distinctly.
Analysis of RLUSD’s payment activity has demonstrated that transaction numbers and circulating supply alone do not capture the full extent of its economic relevance.
