Sweden’s central bank, the Riksbank, has indicated that recent developments in digital currencies may prompt a reassessment of launching a digital krona. In an official letter to the Swedish parliament, the Riksbank emphasized that the emergence of the digital euro and the dominance of dollar-backed stablecoins create new factors to consider, though no final decision has been made on issuing a digital krona.

Security and payment system resilience

Maintaining the integrity of Sweden’s payment system is a central concern. With 95% of the country’s financial sector managed by private entities, the Riksbank expressed concerns over safeguarding payment infrastructure from cyberattacks and widespread disruptions. A digital krona could allow payments via both Swedish and European systems even during power outages or telecommunications failures.

The Riksbank stated that a potential digital krona could serve as a backup and make the national payment system less reliant on a small number of private solutions. This would enhance Sweden’s capacity to respond to emergencies that threaten normal operations.

Timeline and parliamentary approval

Although interest in a digital krona is rising, the Riksbank clarified that it is not proposing immediate issuance. Parliament would need to authorize any launch, and even then, it would take an estimated five years to build the necessary payment infrastructure, excluding possible legislative delays. This means that the earliest practical introduction would likely occur after 2030.

The Riksbank has not taken a position on whether a digital krona should be issued. The final decision will require parliamentary approval and significant preparation.

The careful approach underscores ongoing market uncertainty as the use of digital currencies and stablecoins evolves across Europe and globally.

European digital currency initiatives

In the wider European context, the digital euro initiative is progressing. The European Central Bank (ECB) expects policy discussions to conclude in 2026, with pilot trials planned for late 2027 and a potential public launch by 2029, contingent upon legislative approval.

The ECB recently invited online and mobile merchants in eurozone countries to participate in beta testing the digital euro. This phase will assess the digital currency’s performance in everyday payment scenarios.

The digital euro is designed for about 350 million euro-zone residents, offering features such as offline functionality and conditional payments. However, it will not permit programmable spending limits. Swedish policymakers have expressed concerns that this new infrastructure could disadvantage the krona in cross-border payments.

Stablecoins: market sizes and concerns

According to Token Terminal, global stablecoins are valued at $301.4 billion. Dollar-backed tokens represent $299.9 billion, accounting for 99.5% of the market, while euro-backed stablecoins hold just $913.1 million, or 0.3%.

Despite the dominance of dollar tokens, growth among euro stablecoins is accelerating. Research by DECTA found that eight MiCA-compliant euro stablecoins expanded by 128%, rising from $295.6 million to $673.9 million in the year ending June 28, 2026. Euro stablecoin trading volume also increased by 43.1% to $67.3 million during the same period.

Cryptopolitan reported a 189.5% increase in euro stablecoin capitalization since mid-2024. While the Riksbank sees no short-term threat to domestic krona usage, long-term risks associated with an increasingly digital landscape remain a point of caution.

Diverging views from European institutions

A recent ECB speech cautioned that dominance of dollar stablecoins could heighten reliance on US-denominated settlement. However, a working paper from the European Stability Mechanism (ESM) found that the overall financial risk is manageable, though banks could lose cheaper retail deposits and depend more on expensive wholesale funding. The paper also noted potential challenges with illicit payments and regulatory avoidance.

Separately, the European Securities and Markets Authority (ESMA) has given EU firms until January 8, 2027, to address exposures to non-MiCA stablecoins. Regulatory restrictions could shift trading activities to other platforms without reducing appetite for dollar-backed tokens. At present, market observers highlight liquidity and infrastructure as the main priorities, rather than immediate price volatility.
