Sberbank, Russia’s largest financial institution, plans to complete a significant crypto infrastructure buildout by December. The timeline was disclosed in a report from the Russian news agency Interfax, which highlighted Sberbank’s preparations for new digital asset services amid evolving regulations.

New digital depository and wallet solutions

A centerpiece of the initiative is a digital depository designed to track clients’ digital asset rights and record transactions occurring outside conventional blockchains. This system will also facilitate wallet transfers aligned with client orders, providing a more integrated experience for users interested in cryptocurrencies.

Alongside the depository, Sberbank also plans to introduce a Bitcoin and crypto wallet and launch a digital asset custody service before the end of the year. These steps are part of the bank’s broader efforts to modernize its offerings as Russia moves towards a more structured legal framework for crypto assets.

First Deputy Chairman Alexander Vedyakhin stated that Sberbank is prepared to contribute its technical expertise and participate actively in creating new guidelines. He emphasized the need for regulatory clarity, noting that further work remains in areas such as depository accounting, bookkeeping standards, and permissions for new types of financial intermediaries.

Sberbank intends to play an active role in developing Russian crypto regulations and continue sharing its experience as regulators address key areas such as depository accounting and licensing of intermediaries.

The proposed legal framework would regulate retail purchases through licensed intermediaries, exchange trading, clearing, and establish guidelines for digital depositories.

While the use of cryptocurrencies as an official payment method has been banned in Russia since 2022, officials have been considering new applications for digital assets, especially for cross-border payments. President Vladimir Putin signed a law in 2023 enabling legal entities approved by the digital ministry to conduct cryptocurrency mining, though foreign participants remain barred from this sector.

Another legislative measure adopted last year authorized the use of digital currencies for international transactions, potentially providing strategic alternatives for moving funds following Russia’s exclusion from the SWIFT payment system in response to the Ukraine conflict.
