Senate Minority Leader Chuck Schumer introduced new legislation on Thursday to establish the Anti-Corruption Bureau Creation Act, a bill aimed at creating an independent federal agency to combat executive branch corruption. Schumer underscored the urgency of this proposal by referencing President Donald Trump’s significant earnings from cryptocurrency ventures, including reported gains of $1.4 billion tied to digital assets in 2025.

Schumer’s anti-corruption bureau proposal

The Anti-Corruption Bureau Creation Act would create a government entity empowered to investigate, prevent, and enforce actions against federal corruption. The legislative text claims that Trump earned more than $2 billion from various investments, with a substantial portion coming from cryptocurrencies. Additionally, it alleges Trump’s family maintains over $1 billion in a crypto fund connected to foreign governments.

During a forum organized by Public Citizen, Schumer described the future agency as having real enforcement power, featuring a bipartisan, seven-member board confirmed by the Senate. The proposal stipulates that private citizens and state authorities could use the bureau’s mechanisms to recover sums lost to corruption.

Schumer stated, “This new bureau is one where these institutions work in symbiosis, strengthening each other and eliminating barriers between them which often got in the way. It replaces a broken patchwork of watchdogs, none of which were built for this moment, with one, powerful anti-corruption agency, ready to act anywhere, anytime corruption strikes.”

Schumer asserted that the Anti-Corruption Bureau would unify and strengthen government oversight, consolidating roles previously held by separate agencies, and would be positioned to act decisively wherever corruption emerges.

The proposed bureau would merge the US Federal Election Commission, Office of Government Ethics, and the Office of Special Counsel under its jurisdiction, bringing together oversight bodies that have operated independently until now.

If passed by Congress and signed into law, this agency would serve as a centralized authority for enforcing federal ethics and anti-corruption regulations. The bill still requires Republican backing in both the House of Representatives and Senate, where Republicans currently hold a slim majority. Should the measure be approved before 2028, Trump could still veto it, necessitating a two-thirds majority in both chambers for an override.

Schumer described the legislation’s enforcement tools as robust and designed to address contemporary challenges, particularly the complexities emerging from digital assets and globalized financial flows.

Schumer’s focus on Trump’s crypto-related wealth has intensified concerns among Democratic lawmakers about the president’s potential conflicts of interest, especially as Congress considers advancing the Digital Asset Market Clarity (CLARITY) Act. Some Democrats argue that existing ethics provisions in the CLARITY Act are insufficient to address these entanglements.

Debate intensifies over digital asset regulation

Lawmakers remain divided as the Senate considers the CLARITY Act, designed to provide regulatory certainty for the US crypto market. With only a week left before a month-long legislative recess, some fear that coming midterm elections could delay major bills further.

John Reed Stark, former official at the Securities and Exchange Commission, commented that the fate of the CLARITY Act is currently unclear. He noted, “Of all the experts and political insiders I spoke with yesterday, not one could say for sure what happens this week with the CLARITY Act. There is enormous drama surrounding this legislation.”

Coinbase CEO Brian Armstrong said this week that the market structure bill is at the “one-yard line,” and Senator Cynthia Lummis has continued to vigorously advocate for a full Senate vote.

Despite advocacy from several Republican lawmakers and industry leaders, Senate leaders had not set a date for a vote as of Thursday. The White House, when approached for comment, had not provided a response regarding the anti-corruption agency proposal or ethics provisions in the digital asset bill.
