The U.S. Senate will hold a key procedural vote on the Digital Asset Market Clarity Act on September 15, setting the stage for potentially the most significant overhaul of federal cryptocurrency regulations to date. The proposed law aims to clarify compliance standards for crypto exchanges, brokerages, and stablecoin issuers, and to draw clear lines between tokens viewed as securities and those treated as commodities.

Regulatory framework and market outlook

Coinbase CEO Brian Armstrong, who leads one of the world’s largest cryptocurrency exchanges, shared his perspective in a recent CNBC interview. Armstrong projected that the industry will benefit regardless of the outcome of this vote, as federal agencies have pledged to set clear rules if the bill falls short in Congress.

“Should the bill succeed, excellent—we’ll have proper legislation in place. Should it fail, both the SEC and CFTC have committed to releasing their own regulatory frameworks.”

The Clarity Act proposes a dual-regulator system in which the U.S. Securities and Exchange Commission (SEC) would preside over tokens considered securities, while the Commodity Futures Trading Commission (CFTC) would regulate digital assets classified as commodities, such as bitcoin.

Armstrong cited bipartisan momentum for the act, noting support from law enforcement, established financial institutions, and crypto-focused companies. He stated that concerns previously expressed by Coinbase have now been resolved within the bill’s text.

Discussions are ongoing around additional ethics rules for lawmakers who possess digital assets. The White House has submitted an ethics framework, while Democratic senators advocate for stricter measures including compulsory divestment. Armstrong described the negotiations as approaching consensus between parties.

Treasury Secretary Scott Bessent publicly called for legislation to update digital asset regulations and strengthen measures against abuse. The Treasury Department, responsible for overseeing federal economic and financial policy, has played a significant role in urging Congress to act on regulatory modernization for the crypto sector.

Political lobbying intensifies

Banking and crypto organizations have stepped up their advocacy during the Congressional recess. Stand With Crypto, a non-profit backed by Coinbase, reported nearly 50,000 constituents reached out to lawmakers last month alone. The advocacy group has organized public events in states such as Iowa, Michigan, and Georgia to rally support for clear digital asset regulations.

Meanwhile, the Independent Community Bankers of America, a major trade group representing small and mid-sized U.S. banks, focused on engaging senators over the bill’s stablecoin language. The organization argued that the proposed framework could allow digital currencies to pull deposits away from traditional banks, possibly reducing their lending capacity.

Democratic lawmakers have maintained that any bipartisan deal must include tough anti-money laundering and ethics provisions. The final legislation, if advanced, will need to achieve a 60-vote supermajority in the Senate.

Armstrong addressed criticism from some banking executives, including JPMorgan CEO Jamie Dimon, who has argued the proposed legislation gives Coinbase unfair advantages. Armstrong, without naming Dimon, suggested such opposition comes from large payments industry actors defending their own market positions. He referenced the backing of major financial firms like Goldman Sachs, BNY Mellon, and Fidelity as evidence of strong institutional support.

Base adoption and price sentiments

Armstrong also cited Coinbase’s strong position in agentic finance, noting that over 90% of agentic payment transactions are settled using Base, the company’s proprietary blockchain network designed for decentralized applications.

On the outlook for digital assets, Armstrong reiterated his bullish projection that bitcoin could reach $400,000 by 2030 and suggested that the cryptocurrency has already found its cyclical low for the current economic cycle.

While the upcoming Senate vote is procedural, analysts believe the decision will determine whether the comprehensive legislation advances in this session or faces renewed delays.
