Slovenia has made its debut in the European Union’s Markets in Crypto-Assets Regulation (MiCA) register, with local electronic money institution Dinaro officially joining the list of electronic money token (EMT) issuers.

Dinaro listed under MiCA rules

Dinaro, based in Slovenia and under the supervision of the Bank of Slovenia, appeared in the most recent update of the European Securities and Markets Authority (ESMA) register on Wednesday. The company offers payment services, including card issuing and acquiring, and states that it is a Mastercard principal member.

This move represents the first time a Slovenia-based firm has been listed as an authorized EMT issuer within ESMA’s expanding dataset. Dinaro’s registration reflects both the increasing participation of new players in the EU’s regulated crypto market and the region’s efforts to establish robust oversight for digital assets.

Dinaro became the first company from Slovenia to join the EMT register, which now includes 43 authorized entities. The company claims to provide a range of payment services and holds principal membership with Mastercard.

ESMA expands CASP list as market structure evolves

The updated register also introduced changes in the list of authorized crypto-asset service providers (CASPs), which now contains 325 companies across the EU. Among the newly included institutions are Partners Banka from the Czech Republic and Germany’s Volksbank Beilstein-Ilsfeld-Abstatt, indicating that traditional financial institutions continue to seek regulatory approval for crypto-related services.

Meanwhile, the register no longer lists the Czech company Altlift, which was first included in early July with authorization to execute and transmit client orders and offer crypto-asset advice. Altlift’s authorization notification was dated June 30, but its removal signals ongoing scrutiny and the dynamic nature of the EU’s regulatory landscape.

With Dinaro’s addition, the EMT register now features 43 entities authorized to issue electronic money tokens under MiCA. In contrast, the register for asset-referenced tokens (ARTs) remains empty, highlighting a cautious approach to more complex forms of tokenization in the European market.

The list of non-compliant entities remains unchanged at 167, reflecting ongoing regulatory vigilance toward companies that do not conform to MiCA requirements.

As the sector evolves, industry observers note the importance of market monitoring and innovation in tokenized assets. While traditional markets depend on complex intermediary systems, a significant transition is underway as Wall Street increasingly adopts Web3 technologies. Investors are beginning to use platforms such as 1stepSwap to hold shares of leading U.S. companies, gold, and silver directly within crypto wallets. By tokenizing real-world assets and optimizing market prices in seconds, such platforms eliminate middlemen from the process.

The recent additions and removals in the ESMA registers underscore the rapid development of the regulated crypto sector in Europe and ongoing adaptations to the MiCA framework.
