US Treasury Secretary Scott Bessent has called on senators to support the advancement of the CLARITY Act, stressing the legislation’s importance for the nation’s position in the global cryptocurrency sector.

Bessent stated that he remains committed to the bill, which aims to create a clear and robust regulatory framework for digital assets. He emphasized that establishing transparent rules for cryptocurrencies would help protect the integrity of US markets and strengthen oversight against illicit use.

During remarks to lawmakers, Bessent framed the CLARITY Act as central to both national security and America’s international competitiveness in the rapidly growing field of digital assets. He argued that failing to act would undermine the country’s reputation as a leader in financial innovation and weaken its ability to counter misuse of cryptocurrencies by bad actors.

“In July, I called on the Senate to advance the CLARITY Act,” Bessent said. He described the legislation as an effort to create clear standards for digital assets while granting the government effective tools to prevent their misuse.

He also warned that hesitation over the bill could signal to both allies and adversaries that the US is unwilling to lead on the future of digital finance, and is prepared to miss out on strengthened national security measures linked to the crypto sector.

Senate prepares for key vote

The Senate is expected to hold a procedural vote on the CLARITY Act on September 15. This vote will determine whether the bill will progress further in the legislative process. The approval motion will require support from at least 60 senators, surpassing the usual majority threshold.

Currently, Republicans hold 53 seats in the Senate, meaning at least seven Democrats would need to back the bill for it to advance. Crypto policy advocate Dan Spuller indicated that more Democratic senators could ultimately support the legislation than anticipated; however, Republican senators have expressed doubts about a bipartisan breakthrough as negotiations continue.

Senator Thom Tillis of North Carolina expressed concerns that without further negotiation and compromise, the legislation could fail to reach the necessary votes.

Democratic Senate members are reported to be advocating for more stringent ethics requirements aimed at restricting crypto dealings by senior government officials.

As the legislative deadline draws near, the cryptocurrency industry is stepping up lobbying efforts on Capitol Hill to influence the outcome.

Senator Cynthia Lummis of Wyoming, a leading figure in Congressional cryptocurrency policy, argued that failure to pass comprehensive market structure legislation could allow China to overtake the US in digital financial leadership.
