Washington policy takes center stage at Solana Summit

The Solana Policy Institute hosted its annual summit gathering blockchain leaders, policymakers, and institutional representatives for a day of discussions on regulation, innovation, and blockchain integration in financial systems.

Witt outlined the latest regulatory landscape set to impact digital assets in the United States. During a scheduled panel, he signaled updates on cryptocurrency legislation currently debated in Washington, D.C.

Sessions at the event focused on topics such as crypto regulation, Web3 policy, DeFi adoption, and expanding blockchain use among established financial institutions. The agenda underscored the industry’s keen anticipation of new federal guidelines.

Speakers also included key figures such as SkyBridge Capital founder Anthony Scaramucci and Solana Foundation President Lily Liu. Executives from Grayscale, Citibank, Fidelity, and Bitwise participated, reflecting broad institutional interest in the sector’s regulatory outlook.

Witt’s participation brought an added level of visibility to White House perspectives as Congress examines sweeping policy changes. The summit’s timing coincided with critical negotiations on digital asset oversight.

CLARITY Act faces final Senate hurdles

The CLARITY Act, a proposed bill to define digital commodities and investment contract assets at the federal level, has now cleared the House and approaches review by the Senate Banking Committee, which is expected to consider it in late April 2026.

A central point of contention during recent negotiations has centered on whether stablecoins should be permitted to offer yields. The debate over yield remains the main obstacle ahead of committee markup.

Coinbase chief executive Brian Armstrong has advocated for yield offerings, believing they are vital for healthy competition and enhanced consumer returns. In contrast, major banks like Morgan Stanley and Standard Chartered warn that yield-bearing stablecoins could trigger substantial outflows from traditional bank deposits, possibly in the trillions of dollars.

Addressing the negotiations, Witt expressed optimism that lawmakers were closing in on a workable compromise. During a podcast appearance, he confirmed that the debate had progressed to the point where neither industry advocates nor traditional banks were fully content, but both could accept the result.

Witt recounted a key sentiment from negotiations: “We don’t love this… but we can live with it,” summarizing the delicate balance reached.

Senators are expected to continue weighing industry input before the Senate Banking Committee’s anticipated vote. The outcome could shape the future landscape for stablecoins and digital asset definitions in the U.S.
