Coinbase CEO Brian Armstrong announced that the long-anticipated US cryptocurrency regulation bill, known as the CLARITY Act, is now in its final stages. Armstrong, after a series of meetings with lawmakers on Capitol Hill, expressed optimism that clear regulations are on the horizon. He described the bill’s drafting process as a significant bipartisan effort and emphasized the urgency for completion.
Senate Deadlines and Last-Minute Negotiations
With the Senate scheduled to begin its summer recess in seven days, the timeline for the bill’s passage has become particularly pressing. To advance the CLARITY Act, 60 senators must support it in order to overcome a procedural filibuster—a threshold that has not yet been met.

Senators Tillis and Gallego recently reached a new agreement on ethical provisions that could help resolve outstanding issues and move the bill forward. However, the specifics of their deal remain confidential. Final approval from the White House will still be required if the compromise passes the Senate.
The Senate Banking Committee approved the CLARITY Act on May 14 in a 15–9 vote. Despite this progress, the bill has not yet been scheduled for a vote on the Senate floor. Should lawmakers fail to reach consensus this week, further action will likely be delayed until autumn.

While industry leaders such as Armstrong are focused on congressional action, regulatory agencies are preparing backup strategies. SEC Chair Paul Atkins made clear that if the legislative effort stalls, the SEC is prepared to impose its own regulatory framework for the crypto market, utilizing the agency’s existing powers.
