Russia passes law to regulate crypto exchanges, keeps retail payment ban

Russian President Vladimir Putin has officially signed new legislation aimed at regulating digital currencies and clarifying digital rights within the country. While the law establishes a legal framework for cryptocurrency exchanges, it maintains the longstanding ban on using digital assets for payments by Russian citizens.

Exchanges now require registration

According to Russian state news agency Tass, only entities that successfully register with authorities will be permitted to operate as cryptocurrency exchanges. This move seeks to bring greater oversight to digital asset trading within Russia’s borders.

For retail investors, the law imposes an annual limit of 300,000 rubles, approximately $3,700, on trading the most liquid digital currencies. By contrast, qualified investors face no trading restrictions under the new rules.

These restrictions are designed to limit retail exposure while allowing experienced investors broader access to crypto assets.

The law continues to prohibit digital currencies and digital rights as a means of payment or legal tender inside Russia. Cryptocurrencies have been officially banned from use in payments since 2022.

Limited cross-border use allowed

Russian residents are still permitted to use digital currencies in certain international transactions. For example, these assets can be utilized to settle foreign trade contracts between residents and non-residents, as well as in the context of cryptocurrency mining.

Over the past several years, Russian regulators, lawmakers, and the central bank have moved to develop a comprehensive regulatory structure for digital assets. The latest legal measures reflect an ongoing effort to manage risk and ensure compliance with international sanctions.

Putin’s positive remarks, legislative caution

Putin’s support for blockchain technology and digital assets is well documented. In 2024, he publicly acknowledged the influence of technological innovation on global finance, referencing Bitcoin’s resilience.

“For example, Bitcoin, who can ban it? Nobody,” Putin remarked in 2024.

He has also highlighted Russia’s advantages in Bitcoin mining, citing the country’s plentiful and inexpensive energy resources as a competitive edge.

Despite these optimistic statements, Russian lawmakers continue to restrict domestic cryptocurrency usage. Domestic payments in digital assets remain off limits, except in carefully defined international or mining-related cases. Policy experts suggest that these limitations help Russia navigate Western financial sanctions by enabling select cross-border crypto transactions while curbing broader adoption at home.

The government aims to allow international use of digital assets for selected purposes, but maintains strict controls within its domestic financial system.
