Russia has enacted a comprehensive digital asset law, marking a significant move in the country’s approach to cryptocurrencies. On August 4, President Vladimir Putin signed the “On Digital Currency and Digital Rights” legislation, establishing Russia’s inaugural regulatory framework for digital assets.

Researcher draws links between Russia and XRP

Crypto analyst SMQKE claimed that Russia’s updated legal landscape opens the door to broader use of XRP, Ripple’s digital asset for payments, within the Russian financial system. He connected this development to multiple factors, including regulatory changes and technology standards now in place.

SMQKE outlined four areas where Russia’s financial infrastructure directly aligns with XRP capabilities. He pointed to Russia’s transition to ISO 20022, the international messaging standard that underpins modern cross-border payments. Ripple and its XRP token have supported ISO 20022 from inception.

The researcher referenced the Cross-Border Payments and Reporting Plus (CBPR+) initiative. CBPR+ is an international framework designed to enable interoperability between payment networks, including SWIFT and RippleNet.

A screenshot shared by the analyst and cited from ProgressSoft, a fintech solutions provider, highlighted the role of a Centralized Payments Hub Orchestrator. The document listed Ripple as a supported service and described how such a system eases the rollout of CBPR+ standards for institutions seeking advanced cross-border payment options.

Mini dictionary: CBPR+ (Cross-Border Payments and Reporting Plus) is a set of guidelines introduced by SWIFT to support harmonized, structured messaging and reporting for cross-border transactions under the ISO 20022 standard, facilitating interoperability between various global payment networks.

SMQKE argued that as Russia adapts its core systems to ISO 20022 and CBPR+ standards, financial institutions will have direct avenues to access global payment rails like RippleNet and utilize XRP for efficient transactions.

Domestic standards and institutional engagement

Russia created its own version of ISO 20022 messaging, called RUR.MX, which is tailored to domestic requirements but also designed to meet CBPR+ compliance criteria for cross-border payment integration. This positions Russia’s infrastructure to communicate with platforms built within the same international standards, including RippleNet and, by extension, XRP.

In addition to technical alignment, SMQKE pointed to academic and institutional interest in XRP. A 2020 research paper, published in the European Proceedings of Social and Behavioural Sciences, assessed blockchain use in Russia and singled out XRP for its potential as a bridge currency in payment networks.

Another document, addressed specifically to Mihail Turlakov at Sberbank, Russia’s largest financial institution, described XRP as “the most appealing digital asset for financial institutions for application at scale.” Sberbank, headquartered in Moscow, is Russia’s largest bank by assets and plays a leading role in the national financial industry.

The research highlighted XRP’s speed, cost-efficiency, and liquidity, identifying it as a strong candidate for large-scale institutional use in Russia’s financial landscape.

Legal structure advances Russia’s crypto market

The legal foundation solidified by the new law enables licensed crypto exchanges to begin operating in Russia from September 1, 2026. These regulatory changes explicitly permit cross-border settlements using cryptocurrencies.

Estimates place daily crypto trading volume in Russia at approximately $650 million, signaling considerable activity in the domestic market. With statutory backing, the country’s exchanges and institutions may now pursue broader adoption strategies, including those involving Ripple’s XRP.
