Annual limits for retail investors

The Bank of Russia announced that retail investors can now purchase cryptocurrencies, including Bitcoin and stablecoins such as Tether’s USDT, with an annual cap set at 300,000 rubles, equal to approximately $3,632. This limit represents the maximum total value of digital assets each retail participant may acquire per year through approved exchanges in Russia.

According to information shared on the Bank of Russia’s official Telegram channel and reported by national news agency Tass, the eligibility of cryptocurrencies for trading is determined by strict criteria. Each listed asset must possess a market capitalization, demonstrate significant average daily trading volume, and be priced in foreign exchange markets for at least five years.

Retail investors’ annual purchases of digital assets are limited to the equivalent of 300,000 rubles, and eligible cryptocurrencies must meet requirements for market cap, trading volume, and a five-year pricing history.

The central bank clarified that other major digital assets, including USDT, are available for public trading under these regulations. For those classified as qualified investors, the rules differ: they have access to a wider range of digital assets and face no upper limit on their trading volume.

Qualified investors are typically individuals or entities that meet advanced financial requirements set by Russian regulations, granting them broader access and fewer restrictions on trading.

However, Russia maintains a prohibition on using digital assets like Bitcoin for payments within the country.

Lawmakers and regulators, including the Bank of Russia, have worked to refine the legal framework for cryptocurrency, balancing increased access for investors with restrictions on domestic payments. While the government appears to welcome investment and trading in certain digital assets, restrictions remain tight regarding their practical use as a medium of exchange.

Despite broader trading approval, the use of cryptocurrencies to pay for goods and services remains illegal across Russia, though international payments may see limited exceptions.

Geopolitical factors and international context

Internationally, Russia’s stance on cryptocurrencies is partially influenced by wider geopolitical issues. In response to its invasion of Ukraine in 2022, the European Union and United States cut Russian financial institutions off from the SWIFT payments network. This action increased interest among Russian companies in alternative financial instruments, including Bitcoin, to facilitate foreign trade while navigating Western sanctions.

Russia’s finance minister previously acknowledged that local firms are using Bitcoin in cross-border transactions, viewing digital assets as a tool to mitigate the impact of international penalties. However, in the domestic arena, the Russian government retains strict control over how citizens interact with cryptocurrencies, permitting trading and investment within defined boundaries but forbidding their use in everyday transactions.
