Chainalysis Government Solutions has filed a lawsuit against the United States government, contesting a $94.7 million contract awarded by Immigration and Customs Enforcement (ICE) to TRM Labs for cryptocurrency investigative technology and services.
Contract Award Process Raises Concerns
According to court filings, ICE granted the contract to TRM Labs, a blockchain analytics firm, without open competitive bidding. The sole-source process resulted in only one formal bid. ICE stated ahead of the decision that it believed only one provider could meet its technical requirements, and set a deadline of June 11 for other vendors to submit their capability statements.
TRM Labs, based in the United States, specializes in crypto transaction tracking, blockchain analysis, and compliance solutions for law enforcement and financial institutions. Chainalysis, also a leading provider in the blockchain analytics sector, supplies similar investigative tools and has long been a key government contractor in this space.
The contract, which is effective until June 30, 2027, covers advanced forensic software and data analysis for the Homeland Security Task Force National Coordination Center Cyber Disruption Center, supporting federal investigations into scams, cybercrime, and related criminal activity.

Chainalysis maintains that ICE’s decision was “arbitrary, capricious, and unreasonable,” asserting that its own capability statement was submitted and deserved full consideration.
Legal Proceedings and Sealed Arguments
The lawsuit, filed on July 27 in the US Court of Federal Claims under case number 26-1067C, claims the contracting process lacked fair competition. The legal complaint remains sealed following a court order issued on July 31 after Chainalysis cited confidential business information and trade secrets in the file. The company requested the court block the contract award and review ICE’s procurement process.
TRM Labs formally intervened in the case on the government’s side on July 28. Neither TRM Labs nor ICE has commented publicly on the pending litigation. Chainalysis also declined to provide a statement.
The sealed complaint prevents public access to Chainalysis’s full legal arguments or details of what it contends sets its technology apart for government use.
Judge Stephen S. Schwartz set an accelerated timeline for the proceedings. Chainalysis submitted its main motion on August 11, also sealed. The United States government and TRM Labs are due to file their responses by August 21, with final replies expected by August 31. Parties must submit the full court appendix by September 1.
Oral arguments are scheduled for September 2 at 10:00 a.m. in Washington, D.C, and the government has asked for a verdict by September 10.
Status of the Dispute
As of the latest filings, no court has determined whether ICE’s use of a sole-source process violated federal procurement rules. The contract, valued at $94.7 million, is one of the agency’s most significant investments in crypto forensics and investigative technology.
