Binance is facing renewed controversy over its compliance and law enforcement cooperation, following reports that Russian authorities used information from the exchange to prosecute an IT specialist accused of donating about $700 to Ukraine.

Historical data sharing with Russian authorities

The latest case highlights longstanding tension surrounding Binance’s relationship with Russian regulators. In 2021, Gleb Kostarev, then head of Binance’s operations in Eastern Europe and Russia, stated that local authorities left him with little choice during meetings with Russia’s financial watchdog, Rosfinmonitoring.

Rosfinmonitoring monitors financial transactions in Russia and previously investigated the crypto fundraising of opposition leader Alexei Navalny, who was in prison at the time. Binance agreed to provide client details and assist Russian officials in processing data requests through a local entity.

Binance has publicly rejected reports connecting its sharing of customer data to the prosecution of Navalny and described such claims as “materially inaccurate.”

By 2026, Binance has exited the Russian market and has taken further steps to distance itself from entities accused of facilitating sanction evasion.

Recent suspensions of Russian-linked platforms

On August 14, Binance announced it would no longer process transactions involving 16 digital asset platforms. Many of these, including HTX and EXMO, had already been named in the European Union’s 21st package of sanctions adopted in July 2026.

The company also suspended interactions with Dubai-based Shelbit and Aban Tether on August 7, while Nigerian platforms A7 Nigeria and A7 Africa, as well as PilotFinance, were removed on August 13. HTX, EXMO, Rapira, and BitPapa are scheduled for removal by August 23.

Although these moves are widely interpreted as sanctions compliance, Binance did not specifically reference Russia in its official statement, instead attributing the suspensions to “recent regulatory developments.”

Pressure from US lawmakers and international regulators

Binance’s cooperation with Russian authorities has attracted attention from US policymakers, who have long scrutinized the cryptocurrency exchange over its global compliance efforts.

Senator Richard Blumenthal has questioned Binance’s executives about billions of dollars in transactions potentially tied to Iranian and Russian entities. In response, Binance emphasizes its internal sanctions and compliance infrastructure. The company reported a 96.8% reduction in sanctions exposure from January 2024 to July 2025 and stated its compliance unit now employs nearly 1,500 people.

Binance cites a 96.8% drop in sanctions exposure over 18 months and says about one quarter of its workforce—around 1,500 employees—focuses on compliance initiatives.

Compliance impact on ordinary users

While Binance’s emphasis on regulatory compliance aims to satisfy authorities worldwide, users in some jurisdictions report unintended consequences. In Kenya, a number of traders claimed their accounts remained frozen for over two months following an inquiry from the Directorate of Criminal Investigations, even though no formal charges or court orders were issued. Some users reported being redirected to local police without clarity on when their funds would be released and subsequently organized a boycott campaign under the hashtag #BinanceUnmasked.

In 2025 alone, Binance says it fulfilled over 71,000 law enforcement requests and assisted in the seizure of more than $752 million in illicit crypto funds. However, the systems created to fight crime and comply with international regulations also affected individuals making small, politically sensitive transactions.

Mini dictionary: Rosfinmonitoring, Russia’s financial intelligence unit, monitors suspicious financial activities and has played a central role in tracking the flow of funds related to political opposition and international donations.

Binance’s extensive cooperation with regulators and law enforcement has resulted in both large-scale seizures of illicit funds and frustration among everyday users caught in investigations, sometimes without charges or a clear timeline for resolution.
