Japan’s top financial authorities are preparing to examine blockchain technology as a foundation for next-generation financial market infrastructure. According to Nikkei Asia, the Financial Services Agency (FSA), Ministry of Finance, Bank of Japan, and key financial industry stakeholders plan to research blockchain-powered settlement systems capable of enabling near-instant transfer and settlement of stocks and government bonds.
Focus on instant settlement
A preliminary development framework could be outlined by 2027, with implementation potentially targeted for the early 2030s. The ambition is to move beyond current T+1 or T+2 settlement cycles toward a continuous, always-available system where assets are transferred and settled virtually in real time.
While Japanese regulators have not officially selected any blockchain network, the initiative’s requirements align with core features of the XRP Ledger (XRPL), a public blockchain system created for fast, low-cost and scalable transactions.
One advantage of blockchain in capital markets is Delivery-versus-Payment (DvP), a settlement mechanism in which both an asset and its corresponding payment are exchanged simultaneously. This can reduce settlement delays, operational complexity and counterparty risk in financial transactions.
XRPL, developed by Ripple, was built to facilitate rapid and low-cost settlement while supporting the tokenization of various assets, including securities. Recently introduced features such as Batch Transactions could also enable more complex atomic transaction structures, which are critical for institutional-level settlement processes.
Mini dictionary: Delivery-versus-Payment (DvP) is a financial settlement method where cash payment and the delivery of securities occur simultaneously, reducing counterparty risks and increasing efficiency in clearing transactions.
XRPL’s infrastructure and settlement capabilities closely mirror many of the ambitions outlined for Japan’s proposed 24/7 financial market system, including near-instant settlement and support for tokenized assets.
Ripple’s role and Japan connection
Ripple, the company behind XRPL, holds a longstanding partnership with SBI Holdings through their joint venture, SBI Ripple Asia. This relationship has positioned Ripple as an established player within the Japanese financial ecosystem, particularly as institutions in the country begin exploring blockchain-based infrastructure for settlement and payments.
A key consideration in tokenized securities is the need to settle these assets against digital money. Stablecoins such as RLUSD, recently introduced in Japan via SBI VC Trade, may play a central role in this new settlement model. Ripple is also continuing its efforts to develop infrastructure supporting both stablecoins and tokenized assets across its platforms.
The combination of tokenized securities, stablecoins like RLUSD and instant settlement infrastructure could pave the way for seamless cross-border liquidity and continuous financial operations in Japan.
| Feature | XRPL | Traditional Settlement |
|---|---|---|
| Settlement speed | Near-instant (seconds) | T+1 or T+2 (days) |
| Tokenization support | Yes (assets, securities) | Limited |
| Delivery-versus-Payment | Supported | Varies, often with more operational risk |
| 24/7 operation | Yes | No |
Future implications for XRP and the ecosystem
Importantly, Japanese institutions could leverage XRPL to issue or settle tokenized assets without necessarily using XRP as the settlement currency for every transaction. Stablecoins like RLUSD may be sufficient for domestic settlements. However, if Japan’s future financial infrastructure includes connections to international payment networks or liquidity pools, XRP’s role as a native digital asset and bridge currency could become more significant.
Though Japanese authorities have yet to endorse the XRP Ledger for their blockchain initiatives, market observers note that the move toward interoperable, 24/7 infrastructure mirrors the capabilities already developed within the XRPL ecosystem.
If tokenized Japanese government bonds are eventually connected to global markets, stablecoins and cross-border liquidity providers, the opportunity for Ripple and the broader XRP community could expand well beyond domestic applications.
