Sberbank, Russia’s largest state-owned bank, is preparing to expand its lending services by accepting Bitcoin, Ethereum, and Tether’s USDT as collateral for bank loans. This move comes as the country’s comprehensive cryptocurrency regulations are set to take effect on September 1, providing a formal framework for digital asset trading and ownership across Russia.

Sberbank expands crypto loan collateral options

Anatoly Popov, deputy chairman of Sberbank’s management board, outlined plans to broaden crypto collateral for loans beyond Bitcoin to include Ethereum and USDT. Popov stated that the timeline for implementation will align with the Bank of Russia’s rules on regulated digital asset trading. The central bank will recognize Bitcoin, Ethereum, and USDT for public exchange trading, after conducting selection based on market capitalization, trading volumes, and longstanding foreign-market price data.

Sberbank recently completed a pilot loan backed by cryptocurrency mined by Intelion Data, using its proprietary Rutoken storage system to safeguard the collateral. According to Popov, the bank sees potential to eventually offer these secured loans to a broader range of organizations holding digital assets, not just cryptocurrency mining companies.

Sberbank aims to facilitate lending backed by digital assets, with plans to expand from Bitcoin to Ethereum and USDT provided regulations are in place. The bank’s earlier pilot showed how crypto-backed lending could support corporate funding.

Stricter investor caps and regulatory controls

Russia’s new crypto regulations will require investors to operate through registered intermediaries. Non-qualified investors must undergo testing and will face an annual purchase limit of 300,000 rubles with each approved intermediary. Qualified investors can bypass this cap but must still complete competency tests. These measures aim to limit retail exposure to cryptocurrency market volatility and strengthen consumer protection.

Meanwhile, the Bank of Russia’s draft rules also permit licensed market professionals and brokers to accept cryptocurrencies as collateral for margin trading. However, digital asset contributions to risk-weighted assets will be strictly capped at 25% to curb overall exposure to volatile holdings.

Market participants have until July 1, 2027, to secure licenses for their crypto operations, marking a gradual adaptation to regulated trading under the new scheme.

Crypto market outlook and risk management

SberCIB, the corporate and investment banking arm of Sberbank, projects digital asset trading volumes in Russia could reach between 3.5 trillion and 4 trillion rubles within the first year of legalization. Estimates suggest this figure could grow to 7.5 trillion rubles by 2029 as more participants enter the market and trading activity increases.

Regulatory authorities are continuing to enhance risk controls as crypto and traditional banking become more intertwined. Stricter custody standards, margin requirements, and forced liquidation thresholds are expected to accompany the next phase of crypto integration with the financial sector.

Bitcoin, Ethereum, and USDT will serve as loan collateral under strict regulatory limits, with Russia’s central bank capping crypto exposure in financial institutions’ portfolios.

Despite this integration, domestic use of cryptocurrencies for payments remains prohibited, while cross-border crypto settlements for importers and exporters are permitted under specific guidelines. This dual-track system preserves the ruble’s role in day-to-day commerce while leveraging digital assets for broader financial flexibility.
