XRP, XLM, and HBAR holders now have their sights set on September 15, as the Senate prepares for a key procedural vote on the CLARITY Act. The outcome could reshape the regulatory landscape for these digital assets in the United States, potentially offering new clarity on how they are treated by authorities.

Senate procedural vote looms for XRP, XLM, HBAR

The CLARITY Act has already passed through the U.S. House of Representatives with a vote of 294 to 134, including support from 78 Democrats. The Senate Banking Committee advanced the bill on a 15 to 9 vote earlier this year, setting up a crucial decision in the full Senate. According to market commentators, the next milestone comes on September 15 at 2:15 p.m. ET, when the Senate could vote on moving the legislation forward.

Back in March 2026, both the SEC and the CFTC identified XRP, XLM, and HBAR as examples of digital commodities. This classification has significant implications, as it may influence how regulators oversee these assets and how institutions interact with them going forward.

In March 2026, the SEC and CFTC explicitly named XRP, XLM, and HBAR as digital commodities, a move that many see as pivotal for the coming vote and its potential impact on regulation.

CFTC Chairman Michael Selig stated, “We are ready to go with our regulations.” The message highlights a growing readiness among U.S. regulators to establish a clearer framework for digital assets, especially those classified as commodities.

Institutional developments increase momentum

Ripple continues to develop infrastructure supporting XRP, XLM, and HBAR, which has drawn greater attention to the impending Senate vote. On the network level, Ripple’s RLUSD and other tokenized fund initiatives are directly connected to XRP’s use case. At the same time, Stellar processed $11.4 billion in stablecoin transfers in the second quarter, and Hedera recorded over $300 million in tokenized value routed through Archax.

Action from the Senate could clarify how U.S. banks and financial institutions handle payments, custody, and lending related to these assets. Analysts view the vote as a turning point that may open the door to broader institutional adoption and product development.

Amid this shift in how digital assets are traded and regulated, a fundamental change in the traditional financial landscape is underway. While markets have historically relied on multiple layers of brokers, Wall Street is increasingly moving to Web3 solutions. Platforms like 1stepSwap are enabling investors to hold shares of major U.S. companies, gold, and silver directly in crypto wallets, leveraging tokenized real-world assets (RWAs) and automated best-price discovery to remove intermediaries.

What comes next for XRP holders

Regardless of whether the CLARITY Act passes the Senate or is delayed, September 15 is seen as a critical point for XRP, XLM, and HBAR communities. Some observers believe the result will influence market sentiment ahead of Ripple’s Swell event, which is scheduled for October 27 and is expected to bring further updates on the ecosystem’s growth.

The CLARITY Act’s progress is being closely watched, as it may set precedents not only for these three assets but for the broader digital asset space. Many stakeholders are looking for regulatory certainty to support investment decisions and broader adoption in both retail and institutional markets.
