South Korea has postponed the introduction of its cryptocurrency capital gains tax until 2029, extending the current tax-free period for an additional two years. The decision comes as policymakers prioritize establishing a stronger regulatory framework and enhancing cooperation between local exchanges and international partners, particularly the United States.

Policy delay and government plans

Finance Minister Lee Hyoung-il confirmed on Thursday that the government will delay the contentious tax measure for a fourth time. Authorities first planned to implement the tax in January 2022. Under the proposal, profits from cryptocurrency transactions exceeding 2.5 million won would be subject to a combined 22% tax rate.

The postponement aims to give both regulators and investors more time to adapt to an evolving legal environment while preventing potential competitive disadvantages for South Korean exchanges. Officials believe that imposing the tax before international data-sharing systems are fully in place would complicate enforcement and potentially incentivize capital to move offshore.

Imposing a capital gains tax on digital assets before operational international information-sharing systems could place local exchanges at a disadvantage and challenge enforcement of rules against overseas trading activity.

Despite the relief for crypto traders and the domestic market, officials have emphasized that the tax will eventually be enforced. Extending the timeline is intended to allow for the development of a comprehensive tax system, which could lead to stricter limitations for investors in the future.

Future regulations and investor impact

The government plans to introduce a provision allowing investors to carry forward cryptocurrency-related losses for up to three years, which can be used to offset gains in subsequent tax periods. This approach seeks to align crypto taxation practices more closely with other financial markets and provide investors with additional flexibility.

To address the complexity of digital asset reporting, South Korean authorities plan to establish a new working group dedicated to refining tax rules and simplifying the filing process for investors. These changes are aimed at ensuring a more transparent regulatory environment and facilitating compliance for market participants.

Legislative amendments related to these measures are projected to reach the National Assembly by 2027, giving lawmakers sufficient time to review proposals and implement changes cautiously.

In addition, regulatory agencies will continue collaborating with the Financial Services Commission, South Korea’s main financial regulator, to accelerate the establishment of digital asset legislation. Policymakers said this joint effort will help strengthen transparency and investor protection within the domestic market.

For participants in the broader industry, the latest extension is viewed as a transition phase designed to boost the competitiveness of South Korea’s digital asset ecosystem. However, some observers warn that stricter future tax enforcement and added regulatory hurdles could discourage new investment, especially among retail traders.

The delay is intended to create a more robust regulatory framework and give investors additional time to prepare for tax requirements, while authorities finalize information-sharing arrangements and streamline reporting processes.
