Australia’s financial regulator, the Australian Securities and Investments Commission (ASIC), has introduced detailed operating standards for cryptocurrency exchanges and custody providers, marking the country’s most comprehensive crypto regulatory push to date. The framework, proposed on October 15, outlines requirements that will take effect in April 2027, significantly impacting how digital asset platforms operate in the country.

Capital requirements and timeline for compliance

Under ASIC’s latest guidance, all cryptocurrency platforms in Australia will be required to obtain a dedicated financial services license. These licenses bring strict standards regarding client asset protection, trade execution processes, and management of conflicts of interest.

A central focus of the proposal is capital requirements. Platforms that hold customer assets directly must maintain AU$14 million in net tangible assets, while those using qualified third-party custodians are required to hold a minimum of AU$200,000. This substantial gap is expected to drive many exchanges to reconsider their operational structures ahead of licensing applications.

Platform TypeCapital Requirement
Directly holds customer assetsAU$14 million
Uses qualified custodianAU$200,000

The consultation period for these proposed standards will remain open until November 27. ASIC expects to finalize the rules by March 2027. Existing platforms will be permitted to continue operations during the transition, but must submit their license applications by October 7, 2027.

Challenges for industry players

ASIC is already facing a backlog of more than 140 applications from previous filing rounds, including over 110 carried over from a period of temporary relief. The introduction of higher capital requirements and tight application deadlines could give larger, well-funded exchanges a significant advantage, while smaller operators may find it increasingly difficult to compete or gain regulatory approval.

Currently, platforms holding assets directly may need to secure AU$14 million in net tangible assets, a threshold that is expected to reshape the strategic planning of many operators entering or remaining in the Australian market.

Industry observers noted that the current environment may consolidate the sector, as resource constraints and operational burdens increase for smaller players.

Other key developments

Token Terminal reported that the value of tokenized stocks on public blockchains has surged to $3.9 billion, compared to $719 million in January. Tokenized stocks, which represent real-world equities as blockchain-based tokens, are increasingly being viewed as a bridge between traditional finance and the digital asset sector.

Binance, the world’s largest crypto exchange by trading volume, announced the closure of its six-year-old Binance Pool mining service, which will end operations on November 10. The company has not provided further details regarding its decision, leaving industry participants to speculate on the drivers behind the move.

In South Korea, Jeonbuk Bank became the first domestic institution to offer Bitcoin-backed, won-denominated loans to corporate customers, signaling a significant milestone for mainstream institutional blockchain adoption in the country.

Legal authorities in Turkey arrested Richard Heart, the founder of HEX and PulseChain, under a 2024 Interpol Red Notice involving allegations of Finnish tax evasion and assault.

Patrick Witt stepped down from his temporary assignment as head of the White House Crypto Council, with no successor immediately named. The CLARITY Act, a significant piece of crypto industry legislation, remains stalled in the US Congress.

In developments outside the crypto sector, NVIDIA intends to acquire equity in four French artificial intelligence startups after a meeting between CEO Jensen Huang and President Emmanuel Macron, with the aim of strengthening Europe’s position as a major AI development hub rather than only a consumer market.

IMF Managing Director Kristalina Georgieva said the rise in global AI investment continues to support world GDP growth around 3%. She noted that this trend is also helping alleviate the impact of persistent energy supply shocks.

Meanwhile, token price movements saw ShareX (SHARE) climb on increased trading activity and anticipation over a potential smart contract swap, while Talus (US) declined due to profit-taking, higher token supply, and weak capital inflows.

Mini dictionary: Interpol Red Notice, an international request to law enforcement worldwide to locate and provisionally arrest a person pending extradition, surrender, or similar legal action.
