The Canadian federal government has introduced a comprehensive ban on political donations made through cryptocurrency, aiming to increase transparency in campaign financing across the country. Despite the relatively limited use of digital assets in political fundraising to date, the move is designed to prevent cryptocurrencies from being used as a vehicle for untraceable or anonymous contributions. The new prohibition is part of the Strengthening and Protecting Democracy Act (Bill C-25), unveiled on March 26.

The scope and motivation behind the legislation

Bill C-25 extends the prohibition not just to cryptocurrency, but also to other difficult-to-trace payment methods such as wire transfers and prepaid cards. The central goal is to ensure that all political and campaign donations can be closely monitored, enhancing the transparency and traceability of campaign finances.

Since 2019, political donations made with cryptocurrency in Canada have been treated administratively as non-cash assets. However, neither of the major political parties accepted crypto donations publicly in the 2021 or upcoming 2025 federal elections. There has also been little disclosure from the parties regarding their stances on digital asset contributions. Such donations have not gained traction within Canada’s conventional political finance system, largely because they do not entitle donors to a tax receipt—a key incentive for many contributors.

In the wake of the 2022 elections, the Chief Electoral Officer called for tighter regulations on crypto-based political contributions in an official post-election report. Among the recommendations was the removal of a rule that allowed some contributions under 200 Canadian dollars to be deemed as having zero value. By November 2024, the Chief Electoral Officer had further clarified concerns, emphasizing that the partially anonymous nature of cryptocurrencies made donor identification increasingly difficult, and concluding that an outright ban on such donations was necessary.

The new provisions of Bill C-25 echo similar measures in the earlier Bill C-65, which failed to become law when Parliament was suspended at the start of 2025. Unlike its predecessor, the current bill has now passed its first reading in the House of Commons and is advancing through the legislative process.

Once enacted, any political contribution made using the prohibited payment methods—including cryptocurrencies—must be refunded, destroyed, or converted into cash with proceeds forwarded to the government within 30 days. The bill introduces stringent administrative penalties: individuals who violate the law may face fines up to double the donated amount, while legal entities could be subject to an additional penalty of up to 100,000 Canadian dollars.

Concerns over the transparency of political funding are not unique to Canada. Recently, the United Kingdom government instituted a temporary ban on political contributions made with cryptocurrencies, citing foreign funding obfuscation risks inherent to digital assets.

In contrast, the United States has permitted cryptocurrency donations to election campaigns since 2014, with the Federal Election Commission issuing detailed guidelines to clarify reporting requirements for political entities receiving such donations.

As parliamentary deliberations on the new legislation continue in Canada, many observers believe the adoption of this bill will play an influential role in shaping the future of cryptocurrencies in the country’s political finance landscape.
