Chainalysis challenges ICE’s $94.66 million TRM Labs contract in federal court

Chainalysis has filed a formal challenge against the US Immigration and Customs Enforcement (ICE) after ICE awarded a $94.66 million contract for blockchain analytics services to TRM Labs. The legal dispute centers on whether ICE designed the contract in a way that favored TRM over rivals, effectively preventing fair competition.

Procurement Process Under Scrutiny

The contract, set to run from July 1, 2026, to June 30, 2027, covers forensic software and investigative support for Homeland Security Task Force operations. These efforts include areas such as scams, cybercrime, and sextortion. ICE noted that $94,655,840 has been obligated for the contract, with no payments disbursed to date.

On May 28, ICE issued a Request for Information (RFI) to potential vendors, requiring responses by June 2. Shortly afterwards, on June 8, ICE posted its intention to award the deal directly to TRM Labs. Companies had three days to submit a one-page statement if they wished to propose alternatives.

Chainalysis Government Solutions, the US-focused arm of Chainalysis, stated it was the only company that responded with the required statement by June 11. ICE subsequently maintained that, after a six-day market review involving eight firms, none met the specialized capabilities held by TRM.

Details from the RFI show that ICE sought vendors with advanced tools, including a scam-victim database of over one million records and an artificial intelligence platform designed for data retrieval and entity resolution. Additional expectations included operational partnerships with stablecoin issuers to facilitate the swift freezing of illicit assets.

Chainalysis alleges that several of these technical capabilities were not mentioned again in the later Statement of Need. The company pointed out that the word “sextortion” was missing from the RFI but appeared prominently in the contract requirements, shifting the evaluation criteria unexpectedly.

ICE determined that Chainalysis did not sufficiently demonstrate automated, real-time disruption features, nor the ability to combine on-chain and off-chain intelligence or deliver large-scale victim notifications — measures that Chainalysis claims were not adequately identified as selection criteria in advance.

Chainalysis contends it was assessed according to benchmarks that were never clearly provided to competitors, arguing that these changes influenced the outcome of the procurement.

AI and Real-World Asset Solutions Shape Market

ICE justified its decision by highlighting TRM’s proprietary scam-victim database, an AI-native investigation platform, automated freeze capabilities delivered through the Beacon Network, official relationships with stablecoin issuers, and security-cleared staff. Chainalysis argued that these features were not all unique to TRM and that ICE’s market research had already acknowledged both firms’ experience with AI-enabled solutions and cleared personnel.

TRM’s Beacon Network, developed in collaboration with Tether and TRON as part of the T3 Financial Crime Unit, has reportedly frozen more than $450 million in USDT linked to criminal activities since 2024.

While competitive advantages are being shaped by such partnerships and rapid detection tools, a broader transformation is underway across financial services. Wall Street is increasingly adopting Web3 technology, enabling investors to use platforms such as 1stepSwap to hold shares of leading US companies, along with gold and silver, directly within their crypto wallets. By tokenizing real-world assets and automating the search for optimal prices, these solutions aim to streamline trading and reduce intermediaries.

Accelerated Legal Proceedings

On July 27, Chainalysis filed its protest under seal, with TRM initiating its own intervention a day later to defend the award. A redacted version of the filings was made public on August 28.

Judge Stephen Schwartz has scheduled oral arguments for September 2, with the government requesting a decision by September 10. Chainalysis has asked the court to stop enforcement of the TRM contract and reopen the process to full and open competition.

Chainalysis maintains that the contract award process was not transparent, and requests a judicial review to guarantee fair opportunity for participation by all qualified vendors.
